Description
SPECIAL NOTICE - NEXT GENERATION COMBAT VEHICLE - ROBOTIC COMBAT VEHICLE (NGCV-RCV) Tank Automotive Research Development and Engineering Center (TARDEC) intends to issue a Request for Information (RFI) for the Next Generation Combat Vehicle - Robotic Combat Vehicle (NGCV - RCV) program. The resultant Request for Prototype Proposal (RPP) will be issued under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025. Ground Vehicle Systems Other Transaction Agreement (GVS OTA) W15QKN-17-9-1025 was awarded under the authority of 10 U.S.C. § 2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92. TARDEC is beginning Phase 2 of the NGCV-RCV program. The goal of this phase is to accelerate the development of an RCV prototype to assist in the development of requirements. The results of the manned/unmanned teaming (MUM-T) experiments conducted in this phase will provide a demonstration of operational capabilities. These operational capabilities will be used to create and define requirements and capabilities for certain draft documents and prototype specifications critical to the acquisition process. The RFI invites NAMC members to support this speedy acquisition process by providing feedback and recommendations to the Government when information (i.e. draft operational capabilities, requirements, schedule, expected capability, readiness, etc.) is published to the consortium. The Government/Industry interaction involved with the RFI is intended to:  --Provide industry with early visibility into the proposed RCV program, Preliminary Program Schedule, and development of requirements;  --Enable industry to request clarification on the initial, proposed operational capabilities of the RCV and provide insight into technologies available in the program timeframe to support the development of requirements;  --Provide Government with early industry insight as to technological suitability and feasibility and cost of the initial, proposed technologies to support achievement of operational capabilities;  --Provide Government with early industry feedback on the RCV Preliminary Program Schedule including the ability to meet desired timeline; and  --Provide Government with industry feedback on estimated RCV development cost and delivery of four (4) RCV prototypes. The results of this RFI will enable the Government to assess ability of industry to provide RCV experimental prototypes to meet the program timelines for the MUM-T experiments in FY20, as well as well as develop the initial draft requirements for procurement of the prototypes in FY19. This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of Government's intent to release an RFI to the NAMC membership. The RFI will be issued to the NAMC's Administrative Agent, the National Center for Manufacturing Sciences (NCMS), who will then issue the request to the NAMC.
