**********NO PHONE CALLS PLEASE************** This is a market survey for the design, construction, performance, acceptance testing, and safety requirements of a complete mobile beacon antenna system. The contractor shall be responsible for the design, construction, assembly, performance testing, documentation, materials, and labor for a complete and functional mobile beacon antenna system. The mobile beacon antenna system shall include the following as a minimum: Trailer Extendable Tower Rotary positioner and controller Beacon antenna storage, installation, and mounting system Cabling between rotary joint and bulkhead interface and between bulkhead interface and equipment trailer, existing equipment building, or other equipment location Diesel generator The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the request for quote. Therefore any cost associated with the request for quote submission is solely at the interested vendor ™s expense. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA ™s 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from qualified firms, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing Design and Installation of Complete Mobile Beacon Antenna System as described in the attached DRAFT specifications and drawings. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement “ Vendors must document it possess the following minimum qualifications and experience: -Technical Specifications Compliance and Competence “ Offeror must document technical capability in meeting the requirements of the Mobile Beacon Antenna System. -Critical Component “ Offeror must document its selection of critical components to be used in building the Mobile Beacon Antenna System. -Corporate Experience “ Offeror must document its corporate expertise in work which is closely related to the efforts required in the attached DRAFT SOW. -Past Performance: Offeror must document the following: oQuantity of mobile extendable tower beacon antenna systems constructed in the past five (5) years oQuantity of mobile extendable tower radar antenna systems constructed in the past five (5) years oQuantity of mobile extendable tower rotating antenna systems constructed in the past five (5) years oQuantity of mobile extendable tower non-rotating antenna systems constructed in the past five (5) years oQuantity of mobile electrically-erected extendable tower systems constructed in the past five (5) years oDetail performance of representative mobile antenna system design/installation timeliness against scheduled completion date for the past five (5) years. Provide three (3) representative projects of roughly comparable size. 2. Additional information: -Type of services provided by your firm -Size and type of services provided on previous contracts (elaborate and provide detailed information and past performance. -Number of years in business. -Verification of active System for Acquisition Management (SAM) registration. Attached are the DRAFT Statement of Work and Drawings, and the FAA Business Declaration Form. Please respond by reviewing these items and submitting a completed, signed capability statement and a filled-out and signed copy of the Declaration form (please submit electronically, email to address below). All responses to this market survey must be received by Monday, July 9, 2018, 2:00 PM CT (Oklahoma time). All submittals should be submitted by email to: Email: diana.pickel@faa.gov NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
