Description
Wage Determinations for Jefferson County, KY Statement of Objectives (i) This is a combined synopsis/solicitation for advertising services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number 70Z0G7-18-Q-PAE082 applies and issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-96 (06 NOV 2017). (iv) This procurement is 100% set aside for small business. The North American Industry Classification System (NAICS) code is 541810 and the business size standard is $15M. The U.S. Coast Guard Recruiting Command intends to negotiate and award a Firm Fixed Price Purchase Order on a sole-source basis to the SkillsUSA Foundation. It is the Government's belief that SkillsUSA is the only one that could provide the sponsorship package at the SkillUSA National Leadership and Skills Conference and TECHSPO Trade show in support of its recruitment efforts. However, other potential sources with the expertise and required capabilities to provide this service can submit such data discussing the same in duplicate within 7 days from the date of this announcement. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the below requirements and per the attached State of Objectives. Concerns that respond to this notice must fully demonstrate the capability to accomplish the below and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirement. (v) The advertising requirements for the sponsorship package are: A. Two (2) 20' X 20' displays at the SkillsUSA TECHSPO from 26-28 June 2018 at the Kentucky Exposition Center. B. One (1) Activate, Leverage, and Engage (ALE) Co-Sponsorship from 23-25 June 2018 to include speaking engagements for all three sessions, giving the Coast Guard the opportunity to speak to and engage the middle school, high school, and college/post-secondary students in attendance. This will also include branding on all materials pertaining to the training sessions and event signage. C. One (1) draped 8' X 8' booth (including power, 2 chairs and one 6' table) at the National Leadership and Skills Competition (NLSC) Meet the Employer day on 29 June 2018. This will include a listing on the Meet the Employer page on the SkillsUSA website, and one 45 minute educational session during Meet the Employer day. D. One (1) Community Service Co-Sponsorship on 29 June 2018 to include a speaking opportunity with the student volunteers at the event, rights to engage with students throughout the community service period on 29 June, and social media post on SkillsUSA's platform (Facebook, Instagram, Twitter) that includes Coast Guard recognition before and after the NLSC. E. Two (2) Student Workshop sessions at mutually agreed upon time blocks from 24-28 June 2018 consisting of two (2) one hour blocks of instruction to NLSC students. F. The right to sponsor the Hospitality competitions and have logo placement on all banners promoting all Hospitality Sector competitions during the NLSC. This includes sole logo placement on all banners in the Kentucky Exposition Center Hospitality sector in the main lobby. G. Opportunity for a breakfast sponsorship at the State Director's Meal Function at the State Director's Conference in August 2018 to include one (1) ten minute speaking opportunity with Q & A, and the opportunity to meet and discuss recruiting initiatives with the State Directors. H. Access to SkillsUSA's Advisor list I. Visibility on SkillsUSA's website with logo and link to Coast Guard Recruiting's page J. Recognition as an official partner and highlights of specific sponsorships/co-sponsorships during NLSC. K. Inclusion in publications and acknowledgements of SkillsUSA's partners, which include the Active Advisor News, Friday Flash, NLSC Awards and Recognition book, Official Conference Program, and SkillsUSA's social media site package. L. Banners at all sponsored events provided by the Coast Guard. M. Opportunity to distribute Coast Guard promotional items at all sponsored events. (vi) Place of performance: As determined by SkillsUSA Foundation. (vii) The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.acquisition.gov/far. FAR 52.212-1 Instructions to Offerors-Commercial Items (JAN 2017). Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead formal quote form, etc.) but must include the following information: 1) The solicitation number 2) Company's complete mailing, remittance addresses, and telephone number 3) Discounts for prompt payment if applicable 4) Dun & Bradstreet number 5) Taxpayer ID number 6) Price and delivery information 7) Provide one (1) relevant past performance reference including name of contractor, point of contact and telephone number. 8) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. (viii) FAR 52.212-2 Evaluation-Commercial Items (Oct 2014). - The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Award will be lowest technically acceptable. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation, and provides the Government with the lowest technically acceptable. The evaluation and award procedures in FAR 13.106 apply. The U.S. Coast Guard Recruiting Command intends to award a Firm Fixed Price Contract. (ix) FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2017) The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal and the purpose of registration must be for "All Awards". If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
