- DRAFT BTR006-02 - Existing Drawing w Details DRAFT Drawing BTR006-01 - 2018-03-07 Draft Schedule Sources Sought Air Cargo Handling System Travis AFB, California, United States THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The purpose of this Sources Sought is to determine qualified potential sources that are capable of producing the items described herein. The United States Air Force, AFLCMC/PZIEB, Wright-Patterson AFB, OH, is seeking sources for the design, fabrication, installation, orientation, and test requirements for an automatic Air Cargo Handling System at Travis Air Force Base, California. DESCRIPTION: This project will provide an automatic air cargo handling system at Travis AFB California, US. The new system shall handle single pallets and multi-pallet trains, up to six pallets long. The multi-pallet system will be an option to the contract. The new single pallet system will replace the existing single pallet system. The existing system consists of four two level, two pallet, Elevating Transfer Vehicles (ETVs), 353 non-powered single pallet storage location, 43 (5-pallet) staging docks, 15 lift and lift pits, and 3 pre-pack docks. To do so the existing single pallet open storage structure, roof and its foundation will be replaced with a fully enclosed single pallet storage structure. The new single Pallet Storage Enclosure (PSE) shall be located three to 10 feet from the existing Air Freight Terminal (AFT), the AFT and PSE will not share a common wall. The new single pallet air cargo handling system consists of the PSE, two single pallet ETVs; 410 single pallet, non-motorized storage conveyors, which interface with the ETVs; 14 pallet lifts with conveyors to interface with the ETVs; 29 six pallet staging docks, 4 pre-pack docks and an inventory control system (ICS). Note the existing 15 pallet lifts and pits shall be demolished and replaced with 14 lift pits and lifts. To do this the existing AFT doors will need to be relocated. New door locations will not interfere with the existing AFT support structure. The multi-pallet 463L pallet handling system shall handle pallet trains up to six pallets long and single commercial pallets. The current multi-pallet handling system handles pallet trains up to five pallets long. The existing multi-pallet handling system consists of a five pallet, two-level ETV; 58 five pallet powered storage conveyors on two levels, 31 and 27; and six multi-pallet work stations, as well as a 30-ton overhead bridge crane. The existing multi-pallet handling system will be replaced with a five pallet Transfer Vehicle (TV), 31 six pallet powered storage conveyors (single level), a 50-ton overhead bridge crane, and 6 multi-pallet work station of which two of the work stations will be extended approximately 70 feet. The work scope includes all demolition of the single pallet open storage structure and foundations, utility connections, electrical work, and controls required to provide a fully-functional system. A knowledgeable and experienced contractor is required to ensure the installation is accomplished correctly and quickly, to minimize impact on mission operations, and to meet the phasing schedule. It is anticipated that any resultant RFP will include payment and performance bonds as well as a liquidated damages clause. A more detailed description can be found in the draft attachments on www.FBO.gov. Any offerors proposing an "or equal" product to the above components should submit product information concerning the "or equal" product. This notice information is to support market research being conducted by AFLCMC/PZIEB to identify capable potential sources. Limit responses to a total page limit of 5-7 pages in a Microsoft Word compatible format. 4. Address your approach to how the work would be provided as requested above. Contractor Experience Demonstrated experience, to the satisfaction of the Contracting Officer, during the past seven years in the design, manufacture, software development, installation, acceptance and current customer operation of one elevating transfer vehicle (ETV) systems, one air cargo system, and one inventory control system (ICS) shall be required. The completed ETV system shall have a minimum capacity of 10,000 pounds per unit load and a minimum horizontal transfer speed of 200 feet per minute to be considered relevant to this acquisition. Each ETV system shall automatically align with bin locations based on destinations provided by an operator or a computer system. ETV systems that require the operator to manually align with the storage bin locations shall not be considered relevant to this acquisition. Multiple ETV systems installed in the same building for the same customer shall only count as one system. The air cargo system shall consist of powered conveyors and lifts designed to handle air cargo pallets. The powered conveyors and lifts shall have a minimum capacity of 10,000 pounds per unit load. The air cargo system may be part of the same system as one of the ETV systems. The ICS shall provide pallet information; track pallets as they move through the system; allow operators to remotely (within the terminal but not necessarily standing at the equipment) enter commands to operate conveyors and ETVs and store data on pallet movement, operating status and faults, and system maintenance. The ICS shall be integrated as part of one of the air cargo or ETV systems. The ETV systems, air cargo system, and the ICS used to meet the experience requirements shall be operational on the date the solicitation is issued. The offeror shall have been the prime contractor for the project or the prime subcontractor for the ETV system, air cargo system, or ICS if the project was part of a larger construction project. Teaming or using a subcontractor for the ICS will be allowed; however, the responsibility for the operation and interface of the ICS will remain with the offeror (prime contractor.) The offeror shall provide a summary of experience in providing an ETV system, an air cargo system, and an ICS with the capabilities package. An offeror who cannot demonstrate such experience, verifiable through contacting and/or visiting the offeror's past customers to determine the success of these systems, shall be deemed technically unacceptable. As a minimum, the summary shall include the following information for the projects proposed as relevant experience: Customer Company Name Installation Location Date of Customer Acceptance Is the System Still in Use? Company responsible for ETV, air cargo, or ICS design and installation Type of System (ETV, air cargo, ICS, or combination) Equipment Furnished with the System Include all major components For ETV systems: Specify capacity and speed for ETVs Specify if the ETVs have automatic position alignment For air cargo systems: Specify capacity for the powered conveyors and lifts For ICS: Specify if the system can track pallets Specify if operators can remotely enter transport commands Specify if the ICS interfaces with a customer computer system Specify if the ICS stores data on operations and maintenance Name of Customer Contact Telephone and E-mail of Customer Contact The Government reserves the right to contact additional customers to obtain information that will be used to evaluate the offeror's experience. 2. Contract Details: Commercial items and non-developmental items are procured under FAR Part 12 and FAR Part 15 procedures. The Air Force anticipates conducting a competitive acquisition for this effort. This effort is expected to result in a Firm Fixed Price contract with an anticipated period of performance of 840 days ARO and period of performance for the options will begin on the day after exercising the options and the ending date will be 1,020 days ARO. The applicable North American Industry Classification System (NAICS) Code is 333923. Business Size standard is 1250. Any information submitted by respondents to this sources sought synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their response. This synopsis does not constitute a Request for Proposals nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. Respondents should not construe this notice as a commitment by the Air Force for any purpose. All responses should be received no later than 20 July 2018, 2:00 PM (EST).
