- This is a Request for Information Notice for the purpose of conducting market research in accordance with PGI 206.302-1. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No procurement strategy will be determined based solely on the information received in response to this Request for Information Notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. The intent is to increase the capabilities of our current contract that provides support of pest control, grounds maintenance, snow removal operations, janitorial services, crane services and base support vehicles and equipment (transportation) maintenance. The work under this contract is performed at Naval Air Station, Patuxent River, Maryland; Webster Field Annex, St. lnigoes, Maryland; Solomons Annex, Solomons, Maryland by means of a combination firm-fixed price (FFP) and indefinite delivery-indefinite quantity (IDIQ) contract. A minor amount of work shall be performed at the following outlying locations: Point No Point, St. Marys County MD; St. James, St. Marys County MD; Bay Forest, St. Marys County MD; Bishops Head, Eastern Shore MD; USS Tulip Memorial, St. Marys County MD; Tippett Road, St. Marys County MD. The contractor shall provide all labor, management, supervision, tools, material and equipment required to perform the following: pest control, grounds maintenance, snow removal operations, janitorial services, crane services and base support vehicles and equipment (transportation) maintenance. The work is anticipated to be accomplished under an Indefinite Quantity type contract with firm-fixed priced Contract Line Item Numbers (CLINs) that is comprised of both Recurring Work and Non-Recurring Work Items. The contract term will be for nine (9) months. The NAICS code is 561210, Facility Support Services. SUBMITTAL REQUIREMENTS: As permitted by FAR Part 10, it is requested that interested parties submit a brief capabilities statement package demonstrating ability to perform the services listed above. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm s qualifications to perform the defined work. Please note that your submittal shall not exceed eight (8) pages. PAGES IN EXCESS OF THE EIGHT (8) PAGE LIMIT WILL NOT BE CONSIDERED. Submit your completed responses no later than 13 June 2018 to the Contract Specialist, Ms. Elizabeth Stauff via email at elizabeth.stauff@navy.mil, and to Contract Specialist, Ms. Dolly Brewer via email at dolly.garrison1@navy.mil. Identify in the subject line of your response: NAS PATUXENT RIVER SBOS RECURRING WORK. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources. The documentation shall address, at a minimum, the following: A. COMPANY PROFILE. To include: (1) Company name and address; (2) Year the firm was established and number of employees; (3) names of two principals to contact (including title, telephone and email addresses); (4) DUNS number; (5) CAGE Code; (6) positive assertion indicating registration in SAM (http:www.sams.gov) B. RELEVANT EXPERIENCE. Include experience in performing efforts of similar value, size, and scope within the last five (5) years as a prime contractor and/or a major subcontractor. A relevant contract is further defined as Base Operating Support (BOS) services (or equivalent). The following Government or commercial information shall be provided for each of your references: (1) Contract Number and Project Title; (2) Name of Contracting Activity; (3) Administrative Contract Officer s Name, Telephone Number and/or email address: (4) Contracting Officer s Technical Representative or Primary Point of Contact, telephone and email address; (5) Indication of whether your firm acted as prime or subcontractor, (6) Contract Period of Performance and Contract Value, (7) Brief summary of work performed and how it relates to the technical services described herein. (8) Explain what procedures you would employ to ensure you can meet schedule and performance requirements of a SBOS contract in a highly visible location. Note: if using corporate experience of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the response to sources sought) to demonstrate corporate experience, clearly explain how the affiliates/subsidiaries/parent/LLC/LTD member companies will have meaningful involvement in the performance of this contract. C. PHASE-IN. The Government is contemplating a minimum phase-in time of 15 days for the work included in the planned procurement. Information regarding the 15-day phase-in period should include your approach for hiring; obtaining security clearances; handling of inventory that is comprised Government-furnished property (GFP) and Government-furnished equipment (GFE); safety plan in accordance with USACE s EM-385, which may be accessed at http://www.usace.army.mil/Safety-and-Occupational-Health/; employee safety training; employee orientation; gaining familiarity with the sites, systems, buildings, and asset locations; report submittals; preventative services schedules; and insurance to work on a Government installation.
