- Draft Statement of Work. The final SOW in the RFP may include additional requirements/language. FBO Synopsis The Transportation Security Administration (TSA) is preparing to release a Request for Proposal (RFP) for competitive procurements for multiple Inline Checked Baggage Inspection System (CBIS) among Reduced Size Explosive Detective System (RSEDS) Original Equipment Manufacturers (OEMs), with Qualified RSEDS. This notice does not constitute a request for proposal, and TSA does not guarantee a contract will result from this synopsis. TSA anticipates an official RFP to be released on FedBizOpps on or before June 20, 2018. I. Basic Requirement TSA is preparing to conduct a new competitive procurement of RSEDS equipment for deployment at multiple airports. Specifically, TSA will be procuring new RSEDS equipment, installation, and warranty of that equipment. The attached draft Statement of Work (SOW) is provided for reference to help improve overall understanding of TSA requirements. II. Anticipated Procurement Strategy TSA is considering offering Fair Opportunity to all RSEDS Manufacturers through a competitive procurement to be announced on FedBizOpps. Given the highly specialized equipment required, and the significant amount of testing and vetting equipment must undergo before any equipment is deployed by TSA, all Offerors must attest to their ability to provide equipment that is qualified in accordance with current TSA standards. All claims of certification and qualification will be validated by TSA. Any proposal(s) that do not meet this qualification criterion will be immediately eliminated from the competition as non-compliant. III. Responses A Draft SOW has been included in this release.
