Description
THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION NOTICE ONLY. This is not a solicitation or Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice. There is no solicitation, specifications, or drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. All businesses including Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone, and Certified Section 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The NAICS Code for this procurement is 811310. This is a market research tool used to determine market capability and solutions as well as the availability and adequacy of potential small businesses prior to determining the method of acquisition and issuance of award. The Government is not obligated to and will not pay for any information received from potential sources as a result of the sources sought. Interested vendors must submit a brief but complete capability statement that demonstrates the capability to perform the type of service described in the DRAFT Performance Work Statement for an evaluation no later than 15 June 2018. This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside is warranted. This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey. All responses to this market survey should be forwarded to Mark Draluck via email, mark.draluck@navy.mil. DRAFT PERFORMANCE WORK STATEMENT 1. Background: The U.S. Navy's Military Sealift Command (hereinafter referred to as MSC) is responsible for maintaining commercial contracts in order to provide installation, maintenance, repair, technical support and/or purchasing of Original Equipment Manufacturer (OEM) parts and components mandated for critical ship systems and equipment for MSC assets worldwide. 2. Scope of Work: The contractor shall be certified by Lake Shore Systems / Oldenburg to provide management, supervision, personnel, labor, materials and equipment (except for Government furnished items) required to maintain and support the critical OEM parts and equipment manufactured by Lake Shore Systems, previously known as Oldenburg. Support shall include periodic equipment grooms, operational testing/certification, shop related repairs, technical representative visits, telephone consultations, remote technical support via e-mail and phone, hardware and software configuration management services, new/overhauled parts supply, maintenance and periodic equipment training, technical manuals, service bulletins, drawings and engineering services support. The contractor shall commence processing the order within three (3) business days after receipt of a Task Order (TO). On TOs identified as time sensitive, the contractor shall commence processing the order within one (1) business day. 2.1 Locations. Worldwide, divided into three zones: Zone A - ATLANTIC WATERS: The inland waters along the East Coast of the United States, the entire North and South Atlantic, and Gulf of Mexico. Zone B - PACIFIC WATERS: The inland waters along the West Coast of the United States and Hawaii, the entire North and South Pacific, and Indian Ocean. Zone C - EUROPEAN, AFRICAN AND ARABIAN PENINSULA WATERS: This Zone shall be bounded from 30 degrees W longitude, east to 60 degrees E Longitude along the coastal waters of Europe, Africa, and the Arabian Peninsula. 2.2 Definitions Program Manager (PM): Coordinates all contractor support under this contract and is the single point of contact for the Contracting Officer and designated representatives. The name, position, and title of this person are to be stated in writing to the Contracting Officer as part of the Contractor's quote. The Contractor may provide a substitute PM during routine absences of the PM; provided the Contracting Officer is given written notice. The PM shall be able to read, write, speak, and understand English fluently. The PM need not be fully dedicated to this contract. MSC Representative: The Government will assign and identify a MSC Representative for each TO. The MSC Representative will be the primary point of contract for the contractor for that TO. The MSC Representative will act as the MSC on-site technical representative for the TO and will work with the contractor to provide base/facility/shipboard access and relay any updates, as applicable. Ship Tag-Outs: The tag-out process should be initiated in advance of the full crew and equipment arriving to perform the requested work. The contractor shall prepare a Work Authorization Form (WAF) and tag-out list, and deliver to the ship's Chief Engineer, Principle Port Engineer or Command Duty Officer, if applicable. The ship will acknowledge receipt by signature, name, and rank/position and state (in writing) the anticipated time tag-out will be completed. Ship Debrief: Upon completion of each technical support effort requiring a shipboard visit or if specified in the TO, the Contractor shall prepare and submit a written report of maintenance performed and noted equipment conditions. The report shall be submitted to the, with a copy to the Ship's Chief Engineer. The report shall include acknowledgement of work completion and condition by the Ship's Chief Engineer. A final report in electronic format will be furnished to the vessel's Port Engineer and the Chief Engineer and include all revised and/or updated technical documentation such as drawings, technical manuals, service bulletins, certification and test data associated with the work performed or parts supplied. 2.3 Specifications All products ordered under this contract shall be OEM parts, equipment, drawings and technical manuals manufactured by Lake Shore Systems, previously known as Oldenburg, unless otherwise specified in the TO. All work performed under this contract shall be done in accordance with best commercial standards and practices. The contractor shall comply with applicable Country, Federal, State, OSHA, and United States Coast Guard regulations and stay abreast of any changes. Proper Personal Protective Equipment (PPE) requirements for all site visits shall be adhered to by every employee. Upon completion of each technical support effort requiring a shipboard visit or if specified in the TO, the Contractor shall prepare and submit a written Ship Debrief 3. Market Survey Response Instructions: Interested parties shall furnish the following information: 1. Name of Organization, DUNS number, and CAGE code. 2. Telephone/Fax Number, Address, and Email address for the primary point of contact 3. The vendor shall provide a letter from Lake Shore Systems documenting that the company is certified to perform all the tasks specified in Section 2 of this market survey for all Lake Shore Systems / Oldenburg products and services. This shall include any Lake Shore Systems warranty related issues. 4. The offeror shall provide a brief description of the company's experience in providing management, supervision, personnel, labor, materials and equipment required to maintain and support the critical OEM parts and equipment manufactured by Lake Shore Systems, previously known as Oldenburg. Support shall include periodic equipment grooms, operational testing/certification, shop related repairs, technical representative visits, telephone consultations, remote technical support via e-mail and phone, hardware and software configuration management services, new/overhauled parts supply, maintenance and periodic equipment training, technical manuals, service bulletins, drawings and engineering services support. 5. Small business standing (i.e. large or small business, specific category of small business) 6. If a small business, confirm that your organization would adhere to FAR Clause 52.219-14 Limitations on Subcontracting, in the event this acquisition is set aside for small businesses. 7.
