- This is NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT NOTICE (SSN) and is issued for planning and market research purposes, and to determine the availability of capable firms to provide any of the contemplated options listed below. It does not constitute a Request for Proposal, a Request for Quote, or an indication that the Government will contract for any of the items and/or services discussed in this notice. The Department of Homeland Security, Federal Emergency Management Agency (FEMA) will not pay or entitle the submitter of information to claim any form of compensation whatsoever. Should solicitations be issued, they will be issued pursuant to the acquisition strategy selected by the Contracting Officer and the applicable procurement regulations. Disclaimer All information received in response to this notice will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses if the information is proprietary. Responses to this notice will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Capable firms are requested to answer/submit the following. Generic capability statements will not be accepted. All submissions to this SSN must be submitted no later than June 12, 2018, 1:00 PM EDT. 1. Which of the following three options would your company be able to meet? 2. For option one - can the industry demonstrate capability in meeting the Trade Agreement Act (TAA) certification? OPTIONS 1. Purchase of 400-600 each TAA compliant ISO containers over a five year period. -Description: Factory New (or one trip) 40' Hi Cube International Organization for Standardization (ISO) Shipping Container, 8' X 9'6" x 40' equipped double doors at one end, full Corten Steel panels, Waist High locking gear, 30 Ton Rated, tan or white in color, including forklift pockets and lock box. ISO Container must include a container safety certificate (CSC) issued by the manufacturer. -Order quantities will vary depending on the availability of funds. Delivery should occur within 150 days of receipt of order. -Delivery locations: 1) Tracy, CA 2) Fort Worth, TX, 3) Atlanta, GA, 4) Frederick, MD, 5) Selma, AL. 2. Lease of up 600 ISO containers over a five year period. -Description: Lease of 400-600 40' Hi Cube International Organization for Standardization (ISO) Shipping Container, 8' X 9'6" x 40' equipped double doors at one end, full Corten Steel panels, Waist High locking gear, 30 Ton Rated, including forklift pockets and lock box. ISO Container must include a current container safety certificate (CSC) and be renewed by the lessor every 30 months by a certified inspector. -Lease quantities will vary depending on the need. Delivery should occur within 90 days of receipt of order. -Delivery locations: 1) Tracy, CA 2) Fort Worth, TX, 3) Atlanta, GA, 4) Frederick, MD, 5) Selma, AL. 3. Lease to own up to 600 ISO containers. -Description: Lease of 400-600 40' Hi Cube International Organization for Standardization (ISO) Shipping Container, 8' X 9'6" x 40' equipped double doors at one end, full Corten Steel panels, Waist High locking gear, 30 Ton Rated, including forklift pockets and lock box. ISO Container must include a current container safety certificate (CSC). -Lease quantities will vary depending on the need. Delivery should occur within 90 days of receipt of order. -Ownership will pass to the Government for each container leased beyond a twelve month period. -Delivery locations: 1) Tracy, CA 2) Fort Worth, TX, 3) Atlanta, GA, 4) Frederick, MD, 5) Selma, AL.
