Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1)( i ), with University of Hawai'I, Office of Research Services, 2440 Campus Road, Box 368, Honolulu, Hawai'i 96822-2234 NOAA membership dues. The sole source determination is based on NOAA's National Marine Fisheries Service (NMFS), Pacific Island Regional Office (PIRO) The Pacific Islands Regional Office (PIRO) is responsible for over 1.5 Million square miles of federal waters within our jurisdiction and has broad mandates that cover everything from fisheries, corals, national monuments and international affairs. The Hawaii Conservation Alliance is driven by a steering committee of members that decide on annual topics of awareness (current and pending regulatory actions) that affect the State of Hawaii and the surrounding regional issues here and abroad. NOAA Fisheries has been working with the HCA to work on issues germane to our mission and authorities. This request for membership allows PIRO to be a participating member in driving the discussion and focus of the annual HCA conference towards our mission goals, those being to protect, restore, and manage the use of coastal and ocean resources through an ecosystem approach to management. The Hawai'i Conservation Alliance (HCA) is a cooperative partnership of 15 government, education and non-profit organizations that are strongly committed to environmental conservation in the Hawaiian Islands through land management, scholarly research and financial incentives. The Hawai'i Conservation Alliance is dedicated to promoting effective, long-term management of Hawaii's native ecosystems through collaborative research, training, and outreach among land managers, scientists, educators and the general public. This is accomplished by ensuring that Hawaii's leaders understand the conservation issues of statewide significance, and encourage them to focus their resources on solving the highest priority problems, supporting restoration of rare and endangered species, increasing support for high priority management-oriented conservation research, strengthening the skills of conservation professionals and increasing public awareness and involvement in conserving and managing Hawaii's ecosystems. The Hawaii Conservation Alliance is the only one of its kind in the State of Hawaii. Period of performance: From date of award twelve month base year and four twelve month option years. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
