- Modification Three (3) posts the following Questions (Qs), Answers (As) and notes from the site visit. 1.What about testing? Is the contractor responsible for testing? All needed testing is shown in specifications, the contractor is responsible for completing all needed testing 2.Is the BLM transporting the Government furnished property? No it ¿s is located at the BLM yard in St. George, Utah. The address is in the specifications. The BLM has a fork lift, but it can only be operated by trained BLM personal. Please coordinate with the COR to schedule a time to pick up all Government furnished property. 3.Any Utilities? The only known utility is the range waterline servicing the trough. This is on private land and we need to maintain it. The BLM will contact the private land owner to get the location of the shut off valve in case it is hit. There are no known easements for other utilities on BLM land and we do not know about the easement through private property. It is the contractor ¿s responsibility to call Blue Stakes. 4.Is there water? No water is available at the site. Contractor is to coordinate with city of Virgin or private water source to obtain needed water. 5.Only permit required is the SWPPP? Yes. The BLM will obtain the general construction permit. The contractor will sign and implement all best management practices for storm water pollution prevention. 6.Is the BLM doing the reseeding? The BLM will provide the seed needed. The contractor will spread seed. The cut and fill slopes of the road will require erosion control blankets with seeding. The rehabbed areas will require grubbed material and seeding. Seeding areas shown on drawings. The rehabbed roads will have straw wattles as shown in the drawings to help with erosion. 7.The Restroom is a Kit, not precast? Yes the restroom is a CMU block kit that must be constructed. 8.Is the Aggregate Base paid for and hauled in by the contractor. Yes Other Important information addressed during pre-bid site visit ¿Construction period of performance is September 1st ¿October 31st. ¿Stay within Construction limits shown on drawing. Do not cross from old road to newly constructed road. BLM can stake construction limits. ¿The contract consist of a large amount of Government furnished material. Many supplemental material will need to be provided by the contractor. Including but not limited to; concrete, rebar, mortar, grout, paint epoxy, anchor bolts, J bolts, etc. See drawings, specifications, and supplemental documents for more information. ¿Contractor selection and evaluation criteria are posted in the solicitation. ¿BLM to provide construction staking ¿Grubbed material to be reused on rehabbed road areas ¿Staging is limited. ¿Drawings state the primary ground material is sand. We now believe there could be cinders in the area as well. ¿The climbing site will stay open to the public, but the parking area will be closed. Please provide safe access through the construction area for pedestrians. The BLM will provide signs and type 3 barricades to keep traffic out of parking area and roads. Modification two (2) posts the following question (Q) and Answer (A) Q: Is there a site visit? A: Yes. The details of it are in Clause 52.236-27 and a copy/paste of that is: 52.236-27 SITE VISIT (CONSTRUCTION) ALTERNATE 1 February 1995 (a)The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for ¿ Tuesday June 5, 2018 10:00 AM Mountain Time (Utah Time). (c) Participants will meet at ¿ The job site - 10 miles North of Virgin Utah. See the construction drawings for general and detail location maps. SOLICITATION CONSTRUCTION - Lambs Knoll Access / Parking Site Improvements BLM Utah. The Bureau of Land Management (BLM) State - Utah has a construction requirement to make site improvements at the Lambs Knoll access / parking area. Lambs Knoll is in Washington County, Utah approximately ten (10) miles North of Virgin, Utah 84779. The improvements are, in general, construct an access road, construct a parking area, construct a pre-fabricated vault toilet (government supplied) and re-hab an old access road. The full details are in the attached files. This is a procurement for construction that has a magnitude between $100,000 and $250,000. Bonding (payment protection) is required. The clause 52.228-13 contains the details. The clauses are one of the attached files. This procurement is a 100% total set aside for small business. This procurement is being conducted under NAICS code 237310 Highway Construction. To be a small business under NAICS code 237310 a company must have $36.5 million dollars or less in average annual receipts in this category. All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and must not be debarred from federal contracting.
