Description
Sources Sought Narrative THIS IS A Sources Sought Notice ONLY. The 918th Contracting Battalion at Fort Carson Colorado intends to award a contract for TraumaFX® AirwayPlus Lifecast - Upper/Lower Trauma Trainer Medical Simulators Pulses/Breathing/Fluid) on an SOLE SOURCE basis, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside., is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the Fort Carson DPTMS Training Support Center with a medical training simulator. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. Training Simulator #1 Torso for APL Pulses & Breathing (Torso ) Must train for and contain the following minimum specifications and characteristics 1. Ruggedized, weatherproofed, tether-less, remote-control with a minimum (line of sight) range if 200yds 2. Animatronic movement of injured limbs 3. Weatherproofed and ruggedized 4. Pulse 5. Breathing 6. Real-time feedback providing instructors with instant data on the effectiveness of student interventions such as tourniquet application, wound hemostasis, airway intervention, needle decompression, and chest tube placement. 7. Provides visual display which shows key vitals 8. Body parts are interchangeable 9. Active breathing with chest rise and fall 10. Airway management 11. Moveable jaw 12. Intubation (Sensors for correct/incorrect placement - realistic internally - can use Bronchoscope) 13. Oropharyngeal Airway (OPA) 14. Nasopharyngeal Airway (NPA) 15. Selectable airway obstruction (ability to remotely block nasal passage and throat) 16. Cricothyroidotomy 17. Needle decompression (troacentesis - with air sounds) 18. Tension pneumothorax 19. IV insertion (with flash cue) 20. Intraosseous (I/O) infusion (Sternal and Humeral with drain) 21. Adjustable eyes (pupils constricted or dilated) 22. Two-way audio communication 23. Operates with COTS batteries available from DIY stores to last 4-12 hrs (Makita Lithium) 24. Multiple sensors relay results to trainer in real-time 25. Simulated breathing and coordinated breath sounds in 4 quadrants 26. Palpable radial and carotid pulse points (adapt to patient status, improved or deteriorated) 27. Sensors in teeth indicate whether touched during intubation 28. Simulates tension pneumothorax in either side with appropriate physiologic cues 29. Flexible jaw with internal tracheal landmarks for orotracheal intubation 30. Bilateral chest tube insertion sites with replaceable, multiple use skin plugs 31. Oral airway cavity (with teeth and tongue) for oropharyngeal intubation 32. Trainer-selectable airway obstruction at the nose or throat to cue for surgical cricthyroidotomy 33. Simulated cricothyroidotomy with larynx, and single and multiple use replaceable skin plugs 34. Realistic manubrium allows intraosseous (I/O) training with fluid infusion 35. Interactive needle decompression training sites (full size 3.25” 14 gauge needle) with replaceable multi-use skin plugs and pleural membranes 36. 2-way Communication (TWC) audio system allows trainer to speak through the simulator 37. Female Breast Bib and Transdermal ECG wave generator 38. Can be used with human actors 39. Easy to clean and maintain after use Training Simulator #2 Hemostatic Wound Trainer (lower body) Must train for and contain the following minimum specifications and characteristics 1. Ruggedized, weatherproofed, tether-less, remote-control with a minimum (line of sight) range if 200yds 2. Animatronic movement of injured limbs 3. Weatherproofed and ruggedized 4. Sensor technology which provides real-time feedback that takes the guesswork out of trauma simulation 5. Full left leg with a bleeding wound at the inguinal crease for hemostatic wound training, venous bleeding at the lower leg, and a traumatic amputation of the right leg requiring a tourniquet. Medics and First Responders also learn how to treat a boot top simple fracture of the tibia or fibula that has open, avulsed, and irregular wounds caused by an explosion 6. Display showing real-time key vitals providing instructors with instant data on the effectiveness of student interventions such as tourniquet application, wound hemostasis, airway intervention, needle decompression, and chest tube placement. 7. Pair with upper torso trainer 8. Animatronic leg movement 9. Packable wound (with sensor indication time remaining of pressure to reach "clot" success) 10. Amputation (with exposed Tib/Fib with movable knee joint) 11. Active bleeding & occlusion response (full sensor rail along femoral artery allowing realistic application) 12. Tourniquet 13. Simulated wounds 14. Crepitus (to cue for crushed pelvic region) 15. Hemostatic wound at the inguinal crease that requires packing with gauze and the application of measurable pressure 16. Provides instantaneous feedback of applied pressure, time to occlude bleeding, and volume of blood loss for after action reporting (AAR) 17. Arterial bleeding from the amputation requiring correct tourniquet placement 18. Responds to direct femoral artery pressure for immediate bleeding control 19. Can be used with human actors 20. Operates with COTS batteries available from DIY stores to last 4-12 hrs (Makita Lithium) 21. Crepitus to cue for crushed pelvis injury 22. Scrotal avulsion 23. Easy to clean and maintain after use 24. Right leg
