Description
REQUEST FOR INFORMATION Product Director Combat Terrain Information Systems 1.0 Description 1.1 The U.S. Army Geospatial Center (AGC), in support of the Product Director, Combat Terrain Information Systems (PD CTIS), has a requirement to procure Commercial Off-The-Shelf (COTS) Automated Integrated Surveying Instruments (AISI) providing Total Station, Imaging, Robotic and 3D Laser Scanning capabilities in a single instrument. In addition to the instrument, the AISI system will include all ancillary hardware and software (operating on a Windows 10 baseline) needed to support Army survey operations using the instrument. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Offerors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.0 Background The Army has procured, trained and fielded 435 AISIs (Trimble model 5601), which are approaching end of life and are in need of replacement with current technology. The U.S. Army surveying missions require equipment that can perform basic control survey; construction survey; topographic survey, airfield engineering and NAVAID survey; field classification and inspection survey. Additionally the Army will depend on Robotic and 3D scanning capability to support visual precision in diverse applications and terrain such as Infrastructure assessments, Urban topography environments, Civil infrastructure, Telecommunications, Utilities (water and wastewater, electric, gas, refuse), Transportation networks (primary and secondary airports/roads, rail, waterways), Tunnels, Overpasses, Slope measurements, Grade measurements, Structural integrity assessments, and Interior (sprinklers, light fixtures, alarm systems, ingress/egress) documentation. 3.0 Requested Information NOTE Response may include vendor's standard datasheets for the significant hardware components and software packages. If any of the below requested information is included on a vendor provided datasheet, respondent may reference the datasheet. The following information is requested: a. Survey System contents, including hardware and software, to satisfy the capabilities identified in 2.0, above, and reference 8.0, below. Include nomenclature, model number, and quantity. b. Horizontal and vertical angle measurement range and accuracy. c. Automatic level compensation range and accuracy. d. Distance measurement range and accuracy versus visibility conditions, with and without prism(s). e. Scanning measurement rate, field-of-view range, distance range, point density range, and accuracy versus visibility conditions. f. Imagery capability including: resolution, field-of-view range, geo-referencing, measurement accuracy, and video characteristics versus visibility conditions. g. Operating and storage temperature ranges. h. Packaging (weight of a complete kit, size of carrying case) i. Robotic capabilities j. Operating and storage Ingress Protection (IP) rating(s). k. Transportation shock and vibration environment: i. In vendor provided transit cases. ii. Operating in vehicle (if vendor offers that capability). l. Radio and Frequency Spectrum requirements. i. Radio type, location (internal/external) ii. Frequency bands, modulation, and power. iii. Military service or NTIA spectrum approvals. iv. Power consumption m. Data port types and quantities. n. Battery capabilities: i. Battery type(s) for all components using batteries. ii. Battery life under nominal and worst-case operating conditions for all components using batteries. iii. Temperature limits for battery operation, storage and charging, for each battery type. iv. Are all batteries user accessible and replaceable? v. Battery charger input power requirements. vi. Time to fully charge fully depleted batteries, for each battery type. vii. Number of batteries, of each type, that can be charged simultaneously. o. Method(s) of storing data during data collection. p. Method(s) of transferring data from instrument or field storage device to personal computer (PC) for archiving and/or post-processing, types of data file outputs. q. Start-to-finish summary workflows from set up of instrument to generation of final products for total station, scanning, and image based jobs. r. Listing and short descriptions of manuals and other documentation (hard and soft-copy) s. Field maintenance capabilities (e.g., can the software be reimaged by the end user in the field, can the system self-diagnose, etc). t. System calibration or other periodic maintenance requirements, including frequency, facility requirements, and personnel requirements. u. Warranty and warranty repair process and locations. v. Training documentation (paper manuals, online, CD ROM or downloadable file) w. Safety issues including: i. Eye safety (laser rating). ii. Transport of system/batteries by passenger carrying aircraft. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with an information paper outlining your ability to fulfill the Government's needs and addressing the items listed in section 3 of this RFI. 4.2 Information papers must be submitted in Microsoft Word for Office compatible format and are due no later than 26 June 2018, 12:00 EDT. Responses shall be limited to 20 pages submitted via e-mail only to lauren.l.spear@usace.army.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3. Section 1 of the information paper shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2. Recommended contracting strategy. 4.3.3. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 334519, Other Measuring and Controlling Device Manufacturing. The small business size standard is 500 employees. "Small business concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. 4.3.4 The number of pages in Section 1 of the information paper shall not be included in the 20-page limitation, i.e., the 20-page limitation applies only to Section 2. 4.4. Section 2 shall answer the issues addressed in Section 3 of this RFI and shall be limited to 20 pages. 5.0 Industry Discussions. Reserved. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer at kirby.d.beard@usace.army.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Federal Business Opportunities (FedBizOpps) website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 18 June, 12:00 EDT will be answered. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Automated Integrated Surveying Instruments (AISI) providing Total Station Surveying, Imaging, and 3D Laser Scanning capabilities in a single instrument. The information provided in the RFI is subject to change and is not binding on the Government. The Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. 8.0 Automated Integrated Surveying Instrument (AISI) System Minimum Capabilities 1. Provide Total Station Surveying, Imaging, and 3D Laser scanning capabilities in a single instrument. 2. Provide the capability to establish 3rd order horizontal and vertical control points employing conventional surveying technique. 3. Provide motorized, robotic control (aka-remote operation) with auto-lock feature. a. Robotic range with a 360° prism: 2 - ≥ 700 meters. 4. Angle measurement accuracy: ≤ 1 arc second. 5. Electronic Distance Measurement (EDM) capability: a. Range: 1 - ≥ 500 meters without prism. b. Range: 1 - ≥ 5,000 meters with prism. c. Accuracy: ≤ 5 mm. d. Eye safe. 6. 3D laser scanning capabilities: a. Collect surficial point cloud data that digitally captures the dimensions and spatial relationship of objects. b. Eye safe. c. 3D positional accuracy of 5 mm at 100 meters d. Horizontal field of view: 360°. e. Vertical field of view: ≥ 300°. f. Provide full dome scans. g. Scan speed: ≥ 1,000 points per second at a range of 500 meters. h. Operate across all indoor and outdoor lighting conditions. i. Output a detailed 3D representation or "point cloud image", which accurately replicates the scanned object(s). j. Provide all software required for collecting, processing, storing, and post processing scanned data. k. For covering large areas, the 3D laser scanning capability will afford the operator continued scanning through repositioning the instrument and overlapping multiple scans to be aligned with each other to produce a seamless product. l. Software provided will either directly or be capable of interfacing with commercial Computer-Aided Design (CAD) programs (E.g., Bentley AUTODESK, Trimble) to provide the following output: i. As built existing conditions information. ii. Two dimensional (2D) plans and elevations. iii. 2D CAD drawings. iv. Point to point measurements and surface to point sections and profiles. v. Volumetric reports. vi. Line of sight viewpoints. vii. Detailed topographic maps. viii. Surface models. ix. Fly through views. x. Building Information Models (BIM). xi. Data on infrastructure and facilities. xii. Assessment of damage to facilities and infrastructure caused by natural disasters, accidents, and enemy action. 7. Imagery capability: a. Internal camera(s). b. Capability to geo-reference images to total station/scanner measurements. c. Capability to make measurements from images. d. Video streaming capability desired. e. Interface with an external camera and an external camera mount are desired. 8. The instrument shall operate from internal, replaceable, rechargeable battery(ies). a. Instrument shall maintain operation when batteries replaced. b. System shall include sufficient batteries and charging capability to support continuous instrument operation for 12 hours. i. Charging capability shall operate from Alternating Current (AC) and vehicle Direct Current (DC) power sources. 9. The system must provide the capability to off-load total station, imagery, and point cloud data onto a Getac model V110, or similar, personal computer (PC) for archiving and post-processing. a. Windows 10 operating system. b. All external software applications provided with the system must operate on this PC. 10. Instrument will be, man-portable requiring no more than two persons to set up. 11. System shall include a user friendly portable or inclusive controller with a user friendly interface. 12. Still and video capture and streaming capabilities are desired. 13. Capability to interface with an external camera and be provided with an external camera mount is desired. 14. It's desired that the instrument, or supplementary similar version 3D laser scanner based on the aforementioned requirements be capable of mounting to tactical vehicles (i.e. HMMWV, JLTV) and conducting scanning operations from the vehicle while moving. 15. Any additional items such as: Cables/connectors, Spare Batteries, Battery chargers, Robotic rods and accessories, Targets, Prisms, Tripods, Transit cases, Mounting Devices, Height of Instrument measurement tool, external Software, etc., required for the employment, safe and proper operation, transport, and storage, of the instrument and accessories shall be provided.
