Description
The United States Government intends to award a succeeding lease using Other Than Full and Open Competition for the Transportation Security Administration for an existing lease expiring in Charlotte, NC on 09/30/2018. This justification applies to all TSA continuing need requirements for training, support and administrative work space that are required to be within 3 miles drive of the Charlotte/Douglas International Airport in order for TSA to effectively carry out its mission. The Government requires office and related space yielding a minimum of 21,042 ANSI/BOMA contiguous office area, with dedicated parking spaces. The lease shall include all services, supplies, utilities, partitioning and tenant alterations must be included as part of the rental consideration. Due to mission critical duties, the space must be accessible by major arterial roads and/or public transportation systems to Charlotte/Douglas International Airport. Additional requirements are to have sufficient parking for visitors and the ability to house and support a 24-hour operation within the space. The current consideration is a 10-year lease/5-year firm term, with full or partial termination rights after the 5th full year. The Government may consider alternative space if economically advantageous; otherwise, the Government intends to pursue a sole source acquisition. All interested parties and potential offerors should be aware that the Government will consider the cost of moving, security, furniture and all alterations when deciding whether it should relocate. A determination by the Government not to compete this procurement action based upon responses to this notice is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement. TSA will NOT reimburse any interested party/offeror for any costs associated with or incurred as a result of their response of interest, capability, or other communication in response to this posting. To submit a location meeting the requirements herein for consideration by the Government, contact this office no later than 12:00pm (noon) Eastern on Thursday, July 5, 2018. (Submissions by other than the owner or manager of a property must be accompanied by a letter from the owner granting permission to make a general offering of the space.) WRITTEN EXPRESSIONS OF INTEREST MUST INCLUDE THE FOLLOWING: Building name and full address, Rentable and usable square footage, fully serviced rental rate and Common Area Factor, available parking, and building floor plans. Interested parties/potential offerors must send this information via email to the Real Estate Contracting Officer - Charlotte Carney - at charlotte.carney1@tsa.dhs.gov by the above specified date and time. It is up to the sender to ensure receipt by the Government.
