Mason Street Fort Collins, CO 80521. The USDA requires Replacement of Compressors for Constant Temperature Rooms in the National Lab for Genetic Resources Preservation, of the Center for Agricultural Resources Research, ARS, USDA. This announcement constitutes the only solicitation; Solicitation number 128KAP18R0003 (See Attached Solicitation) is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 corrections. North American Classification Coded (NAICS) 238220 Heating, ventilation and air-conditioning (HVAC) contractors, size standard $15.0M applies, is applicable. This announcement is a total set-aside for Small Business Concerns. ARS NLGRP is in need of a Technical Proposal to replace eleven existing compressors with water cooled tube and bundle condensers with adjacent refrigerant piping in a maintainable arrangement for Constant Temperature Rooms 131, 142, 143, 154, 154A, 156, 156A, 206, 223, 224, 225. Reuse existing evaporators after the installation of new thermal expansion valves compatible to new refrigerant for all rooms, except 131. Provide new evaporator for CT room 131 sized appropriately and equipped with electric defrost. All details outlined in detail in the associated attached SOW and other attachments. Completion time: work in all rooms (131, 142, 143, 154, 154A, 156, 156A, 223, and 224) must be completed no later than January 22, 2018. Work in rooms #206 and #225 must be completed no later than December 1, 2018 for scheduled scientific research. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20 (B) (2) with 30-hour OSHA certification will maintain a presence at the worksite whenever the general or subcontractors are present. All employees of the general contractor or subcontractors on site shall have the 10-hour OSHA certified Construction Safety Course. The procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred Program. Delivery will be to USDA, ARS, CARR, PA, NLGRP, 1111 S. Mason Street Fort Collins, CO 80521 The Government anticipates award of a firm fixed price contract on or about July 12, 2018. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA/ARS will provide no hard copies. The solicitation, consisting of various documents, specifications, forms, and drawings will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov) today, June 5, 2018, with the due date of July 5, 2018 as specified in the solicitation. Further details of all dates and events, including a site visit and proposal date are available in the solicitation. No other site shall be used to obtain these documents.
