Page 3 of 3 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 237110, Water and Sewer Line and Related Structures Construction, and the small business size standard is $36.5M. Project magnitude is between $500,000 and $1mil. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services Project 662-18-001-Install Continuous Water Monitoring System for Legionella Prevention. The intention of this project will be to: Provide a comprehensive Water Management Program and Continuous Water Monitoring to meet the requirements of VHA Directive 1061 and confirm with directive on all actions for this project. Measures free residual oxidant (FRO) and/or total residual oxidant (TRO) using the EPA accepted DPD colorimetric test method for measuring chlorine. Fully integrated system that is panel or skid mounted with pre-wired and pre-plumbed configurations enabling turn-key installations. Measures chlorine residuals at configurable frequencies. Supports water sample temperatures directly up to 131 ° F, and up to 150 ° F using a sample cooler. Complies with US EPA regulation 40 CFR 140.74, Standard Method 4500-CLG, and US EPA Method 334.0 Determination of Residual Chlorine in Drinking Water Using an Online Chlorine Analyzer. Automatically collects and logs data at user selected intervals. Logs device data, date/time stamps and stores in non-volatile memory. Stores interval data locally until the next scheduled upload. Supports interface plus additional analog or pulse input signals. Transports data to contractor provided servers over a Cellular or Ethernet Wide Area Network (WAN). Logs data in real-time to where it is stored safely and securely. Monitors critical water quality parameters for all facility water systems. This includes free or total chlorine residuals, temperature, pressure, pH and conductivity. Monitor water quality on the main line entering your facility. Monitor water quality at strategic locations within your potable water plumbing system, such as recirculating hot water loops, cold water service lines, and decorative fountains. Control the addition of supplemental disinfection where required. The data from the monitoring system be integrated into your existing Johnson Control Metasys system, no cloud based system required. Monitor hot side and cold side confirm with directive. Current biocide/oxidant is being used in the water supply at your location is Chloramine. Available space for mounting equipment generally there is space. Contractor to verify. Power source most points have power source nearby. Contractor to verify. Data transmission and monitoring - Onsite existing IT network infrastructure can be used. If this system is to be used this project will need to connect and test data line to telecom closet. Generally, in the basement or second floor of the same building, within 100 yard limitations. The two off campus locations only have public internet access. Contractor to verify. Accessing data and types and devices required 5 to 10 people, text and email. The duration of this project is 240 calendar days after the Notice to Proceed (NTP) is issued. The Government requests that interested parties provide the following capability information to the Contracting Officer, Karen Smith by email at: karen.smith3@va.gov by 11:00am June 15, 2018: (a)  Business Size (Large/Small) (b)  Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d)  DUNS number (e)   Ability and experience in managing projects between $500,000 and $1mil Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. (f) Bonding Capability; per contract and aggregate. Provide amount of aggregate bonding currently available (i.e. amount not committed). (g) Anticipated Teaming Arrangements (if any) (h) List of Projects (Government and Commercial) that are similar in scope and size, including SF of project (i) Average price per square foot for each project identified under paragraph (h) above, using the total modified value of the contract Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.
