- Combined Synopsis/Solicitation 36C24718Q0657 Page 2 of 8 (i) In accordance with FAR Part 13, this combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, W.J.B Dorn VA Medical Center has the need for Core Console & RemB equipment. (ii) The combined synopsis solicitation number is 36C24718Q0657, Issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) code is 339112. (iii) This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-97 (01-24-2018). (iv) The combined synopsis solicitation will use a tiered or cascading order of precedence. tiered evaluation of offers also known as cascading evaluation of offers is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer (1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); All interested firms MUST be registered in SAM (www.sam.gov) confirm registration or pending registration. All interested SDVOSB MUST be registered in VETBIZ (www.vip.vetbiz.gov) and verified by VA CVE to be eligible for award of Government contracts. (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made.
