- This Sources Sought Notice SPE605-18-RFI-1017 is for information only and shall not be construed as a Solicitation, nor as an obligation on the part of Defense Logistics Agency Energy (DLA-Energy). The purpose of this Sources Sought Notice is to identify qualified businesses that are interested and capable of providing access to fuel at as many service stations in Belgium, Netherlands and Luxemburg at commercial fuel stations and to provide the credit cards (and manage the credit card services) for acceptance at all the service stations. The FSC used is/are: Petroleum Refineries - 9110 and Credit Card issuing - R710 and R611. The NAICS codes are: Petroleum Refineries -324110 and Credit Card Issuing - 522210. The deadline for responding to this Sources Sought Notice is June 13, 2018. In responding to this notice please provide your company name, email address, phone and name & location of fuel supplier. Questions may be directed to Jermain Smith, Contract Specialist, in writing only, at Jermaine Smith@ dla.mil. SUBJECT LINE of the email sent must be: PP 1.8B Belgium RFI/Sources Sought SPE605-18-RFI-1017. The two types of fuel that must be available at the service stations are: Diesel Fuel, 10 PPM SULF (SFD), NSN: 9140-01-556-9156 - 40,000 Liters (Lt.)Gasoline, Premium, Unleaded (ULG), NSN: 9130-01-527-5763 - 225,000 Liters (Lt.) This requirement is two-fold: the fuel must be available for purchase at commercial gas stations throughout Spain by authorized personnel at agreed upon locations for a 5-year period. In addition to the agreement to supply the fuel at these locations, the Prime contractor must provide approximately 200 credit cards for issue by the Army as a means of payment at all the service/gas stations. These cards will be issued to the authorized personnel by the Army for use at the agreed upon commercial gas stations in the Benelux Purchase Program 1.8B and at the daily price mutually agreed upon. The credit card used must be recognized by each station included in the agreement and will be for fuel purchases only. The Prime contractor must send credit card billing statements to the individual card owner. The billing statement must display the deduction of the exception from the applicable country's fuel tax for all issued credit card users billing statement. The Prime or prime's credit card contractor must submit all charges for fuel to the individual user's credit/debit card for payment of Prime contractor's billing statement. The Prime contractor must send all billing statements to the individual user
