SOURCES SOUGHT This is a Sources Sought Notice ONLY. The U.S. Government has a requirement for Museum Figures and Forms of various sizes Brand Name equal to Dorfman Museum Figures, Inc. for the West point Museum at West Point, NY in accordance on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is 33999 - Wax figures (i.e., mannequins) manufacturing, the associated size standard of less than 1,000 employees. The West Point Museum is the steward of US Army historical property that dates primarily from the birth of the Continental Army in 1775 to the present. The mission of the West Point Museum is to preserve and interpret US Army history for the benefit of our cadets, soldiers and the general public. The conservation plan for the Army museums requires original uniforms and headgear to be displayed on supportive forms made with inert and acid-free materials. The conservation forms requires all products will be made out of Ethafoam polyethylene foam, covered in a single piece stockinette made of 100% White polyester. All hardware in base will be stainless steel screws, nickel-plated T-pins and/or nylon tacks. The stands will be made of steel and/or aluminum and powder coated in conservation friendly finish. Conservation forms must be the dimensions as noted: A need is anticipated to procure the following: Brand Name Equal to Dorfman Museum Figures, Inc. Item numbers listed below. Item# 4300 QTY= (3) - Dress Forms, small, made of Ethafoam polyethylene foam, covered in a single piece stockinette made of 100% polyester with base. Overall height adjust must be 4'10" to 6'. Neck, diameter 11", Shoulder width 11", Chest diameter 29", Waist diameter 20 1/2", hips diameter 30 1/2" Item# 4300 QTY= (7)- Dress Forms, medium, made of Ethafoam polyethylene foam, covered in a single piece stockinette made of 100% polyester with base. Overall height adjust must be 4'10" to 6'. Neck, diameter 12", Shoulder width 12", Chest diameter 30 ½", Waist diameter 22", hips diameter 32 1/2" Item# 4400 QTY= (19) -Suit Forms, medium, made of Ethafoam polyethylene foam, covered in a single piece stockinette made of 100% polyester with base. Overall height adjust must be 4'10" to 6'. Neck, diameter 15", Shoulder width 18 1/4", Chest diameter 33", Waist diameter 26", hips diameter 32" Item# 4400 QTY= (11)- Suit Forms, Large, made of Ethafoam polyethylene foam, covered in a single piece stockinette made of 100% polyester with base. Overall height adjust must be 4'10" to 6'. Neck, diameter 16", Shoulder width 20", Chest diameter 36", Waist diameter 28", hips diameter 34" Item# 6010 QTY= (5)- Storage hat Mounts, 15" high, made of Ethafoam polyethylene foam, covered in a single piece stockinette made of 100% polyester with base. Finished mount will be 19 ½" diameter, 6 ¾" L x 5 ¼" W x 3 ½" H Item# 6012-D QTY= (5)- Display hat Mounts, 16" high, made of Ethafoam polyethylene foam, covered in a single piece stockinette made of 100% polyester with base with 3/8" post. Shipping to the West Point Museum by the vendor or art handler of their choice must be provided for in the contract. Conservation forms will be exhibit ready upon completion of contract. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB,GSA, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement for Museum Figures and Forms are commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. If you believe that this action is unreasonably restricting competition please indicate this in your response. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7.
