DESCRIPTION This is a SOURCES SOUGHT notice. The government is not responsible for any costs incurred to respond to this request for information (RFI); this is an RFI only not a request for samples or testing. This is not a request for proposals and does not obligate the Government to award a contract. THERE IS NO SOLICITATION AT THIS TIME. All responsible businesses, including small businesses, are encouraged to respond to this notice. The information requested by this notice will be used within the Drug Enforcement Administration (DEA) to facilitate the decision making process in determining the acquisition strategy and will not be disclosed outside the agency. The DEA will not be responsible for any cost incurred by interested parties in responding to this notice. Unsolicited proposals or offers of any kind will not be considered in response to this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. The DEA is seeking information from potential sources for "Ballistic Helmets" in support of DEA agents nationwide and overseas in accordance with the attached draft Specifications and Testing Protocol. At this time, questions concerning the composition and requirements for a future solicitation, as well as those regarding the nature of the services to be provided and performed under any future initiative, will not be accepted. Interested parties should submit capability statements, and/or company literature, in response to this notice. E-mail responses should be forwarded to the Contract Support Specialist, Nancy Costello, at Nancy.A.Costello@usdoj.gov by 2:00 PM Eastern Time (ET) on or before June 25, 2018. The Government reserves the right to follow up with select responders to perform further market research. The Government will determine who will or will not be contacted for further information or clarification. Submitting a response to this RFI does not guarantee any meetings or further contact from the Government will occur. Any meetings or discussions that do occur will be at no cost to the Government. REQUIREMENTS The DEA is seeking information from potential sources to deliver Ballistic Helmets. Interested vendors who believe they possess the necessary capabilities to meet the requirement (see attached draft Specifications and Testing Protocol) should submit a technical description of their capabilities. Interested vendors are not required at this time to provide a response to the specifications in the Helmet Testing Protocol, attached. The government has provided its requirements for reference only. The final Specification and Testing Protocol will be included in the subsequent solicitation at which time bidders will be required to comply with the solicitation instructions. Interested vendor capability statements shall include at least: technical capability and relevant past performance. Interested vendors are also requested to submit a Rough Order of Magnitude (ROM) for per unit pricing. The DEA will evaluate market information - including responses received in regards to this posting - to determine the potential market capacity to: •Provide the capability consistent with the draft Specifications and Testing Protocol; •Provide the full range of resources (technical, corporate financial and human capital). Interested vendors should also include any comments in regards to the draft Specification and Testing Protocol documentation. This shall be a separate document entitled: "Comments (Include COMPANY NAME)". This document will not be included in the page limitation count for an interested vendor's respective response noted below. SUBMISSION INSTRUCTIONS If your company has the potential capacity to provide these items and services, please provide the following information: 1. Company name; mailing address; physical address; point of contact; telephone number; fax number; e-mail address; DUNS number; NAICS code; company business size (if small, indicate type); and GSA schedule number and Special Item Number (SIN) (if applicable). 2. A tailored capability statement between one and fifteen (15) pages that address the particulars of the "Requirements" section above, with appropriate documentation that clearly supports the claims of organizational and staff capability. 3. A list of up to three contracts the vendor's firm was awarded that are similar in scope to the requirements as described in this notice within the past three years. For each contract listed, include the type of contract; total estimated value; contract period of performance; customer (i.e. federal agency) and respective point of contact (e.g., point of contact's name, phone number, and e-mail address). 4. A Rough Order of Magnitude (ROM) per unit pricing estimate for the items and services.
