- Carl Sandburg NHS Flat Rock North Carolina DESCRIPTION: The National Park Service intends to issue a Pre-Solicitation Notice for the placement of a 24 space gravel parking lot adjacent to the administration parking lot at 81 Carl Sandburg Lane Flat Rock NC 28732. Entrance to the parking lot will be from Little River Road. Entrance to the parking lot will be paved with asphalt 3.5 ¿ ¿ deep for the first 50 ¿ from Little River Road and shall follow NCDOTs Standard Special Provisions for Driveways and their Project Special Provisions. Asphalt drive is to be striped with pavement markings. Also includes: Laying out the limits of the parking area and setting grades, clearing and grubbing the area, including tree cutting and removal of tree stumps, excavating the parking area to a minimum of 12 ¿ ¿ depth of soil from area shown. The area of the proposed parking lot is on a high point in this parcel which will not necessitate removal of 12 ¿ ¿ from the entire area, resultant soil is to be removed of off-site, furnish and install aggregate base stone, moisture treat and compact base in the parking area, excavate storm water retention pond and seed and matt slopes to maintain structure, install drop inlet for water from parking lot to retention pond, installing concrete wheel stops and placing topsoil and seeding disturbed areas. TYPE OF CONTRACT: This proposed acquisition will be 100% Small Business Set Aside for Small Business Concerns, The Classification Code for this procurement is North American Industry System Code (NAICS) 237310 Other Heavy and Civil Engineering Construction and the size standard is $36.5 million. CONSTRUCTION MAGNITUDE: In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $25,000 and $100,000. This solicitation will result in a contract with a base period of 90 days. The official solicitation package and its attachments will be issued and be available on or about June 20th 2018; Work may start on site after the contract is awarded, once a work schedule is coordinated with the COR. All work shall be completed 90 days ARO. The solicitation will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote.
