Description

INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the DESIGN-BUILD Solar Photovoltaic (PV) Construction at the Sepulveda Ambulatory Care Center (ACC) located in North Hills, CA. PROJECT DESCRIPTION: Design/build services will install ground mount solar PV at the Sepulveda ACC. The Government shall furnish a quantity of approximately 336, Kyocera 245W Modules solar PV panels. The contractor is to provide all other materials, labor, tools equipment, design, and construction services necessary to complete the design and subsequent construction of the project. This work involves the complete design build and installation of a fully functioning ground mount solar PV system including, but not limited to the equipment selection, permitting, bonding, installation, and interconnection of a PV system. The Base CLIN is for 100 kW (DC) with an option for an additional 50 kW (DC) of solar PV. The ground mount site at VA Sepulveda Campus, Site 6, is currently an empty lot next to Parking Lot X. Parking Lot X already has a solar system that is tied through its solar inverter and step up transformer to the campus medium voltage Los Angeles Department of Water and Power supply transformer. The Site 6 solar system shall be tied to the same medium voltage network and to the closest medium voltage man hole. Design/Build Services should adhere to all needs regarding specialize construction in this area including methods of work to assure the continued operation of the ambulatory care center. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $36.5 Million. The solicitation will be issued on or about June 22, 2018. The period of performance is approximately 270 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $250,000 and $500,000. All questions must be submitted in writing to the issuing office via email to Lauren.Brauer@va.gov.
