- M74 Top Level Drawing M22 Top Level Drawing The Army Contracting Command - Rock Island (ACC-RI), on behalf of the Program Manager Close Combat Systems (PM CCS) is using a Sources Sought notice in an effort to identify capable sources for the production and delivery of the M22 Simulator, Cartridge, Anti-Tank Weapons Effect Signature Simulator (ATWESS), NSN: 1370-01-085-2601, DODIC: LA77 and M74 Artillery Airburst Simulator, NSN: 1370-00-028-6007, DODIC: L366. The NAICS code for these items is 325920, Explosives Manufacturing with a business size standard 750 employees. ITEM DESCRIPTIONS: 1) The M22 ATWESS consists of a percussion primer, first fire composition, flash composition, plastic case and other plastic parts. This simulator is used to replicate anti-tank guided missile and rocket launches when used in conjunction with a launching apparatus in a training environment. Upon ignition, the cartridge will produce a bright flash, loud report and smoke. The following functional characteristics are required for the M22 ATWESS: a) Temperature: shall function between 125 5 F and -25 5 F; b) Flash: flash signature shall be a minimum of six feet in length and two feet in width with duration of 40 to 500 milliseconds; and c) Sound: sound intensity shall be 134 +6 -7 decibels for a maximum duration of 15 milliseconds with a rise time of 5 milliseconds. The pyrotechnic composition is enclosed in a plastic tube inside a plastic case and sealed off with an end plate and a switch closure at either side. The Top level drawing 12953563 is available for this sources sought/market survey. No further drawings or specifications will be provided at this time. 2) The M74 simulators are fired from the AN-M8 pyrotechnic pistol at a 45º angle. The firing pin of the pistol strikes the primer, igniting a propelling charge. This propelling charge expels the self-contained flash charge from the case igniting the igniting charge. The igniting charge ignites the delay fuse which ignites the flash charge producing a bright flash & loud report. The delay time is between 2.2 and 3.0 seconds, the burst distance is >100 ft. and the burst height is >50ft. The charge case assembly shall not fail to expel within 150 milliseconds on functioning of the primer. The M74 is manufactured in accordance with MIL-S-20517J and the top level drawing 8847473 is available for this sources sought/market survey. No further drawings or specifications will be provided at this time. CRITICAL PROCESSES/SKILLS: Specialized skills required to manufacture the M22 ATWESS and M74 Simulators include, but are not limited to: Pyrotechnic handling. An acceptable vendor must be able to display the skills of its employees and established expertise in completing essential operations of manufacturing both the M22 ATWESS and M74 Simulators. Respondents to this Sources Sought must have or have the ability to obtain the available skills required to perform all production and testing operations necessary to deliver conforming end items to the Government. These skills must be available with sufficient experience and proficiency to produce these items in a timely and efficient manner. A respondent must also have or have the ability to obtain the appropriate machinery, tooling, and manufacturing engineering skills required to support quality production limitations; it should also note any significant lead times with equipment or materials associated with production of the M22 ATWESS and M74 Simulators. TECHNICAL DATA PACKAGE INFORMATION, AND DISTRIBUTION AND DESTRUCTION OF RESTRICTED TECHNICAL DATA: NOTICE: The Technical Data Package (TDP) associated with the M22 and M74 Simulators are classified as Distribution A, Approved for public release: distribution unlimited. REQUESTED INFORMATION: Interested companies who consider themselves capable of manufacturing the M22 ATWESS and M74 M74A1 Artillery Airburst Simulators are invited to express interest by providing the Government the following information: 1) A brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience) and their availability. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, etc.) available they are encouraged to demonstrate their ability to obtain those resources without significant delay; 2) Business size status for the identified NAICS code; 3) A brief summary of potential key subcontractor and which key components or processes would be subcontracted; 4) Identify if part or all of the requirements can be met by available commercial or non-developmental items; 5) Identify minimum and maximum monthly production quantities and identify the remaining capacity for simultaneous production of all the items listed above (and if manufacturing resources are shared with other item/production lines); 6) Provide a Minimum Procurement Quantity (MPQ) and whether the Government planned quantities as stated within this announcement meet or exceed the MPQ; 7) Interested companies should also include a Rough Order of Magnitude (ROM) for a quantity of 160,000 ea. M22 ATWESS per year and 80,000 ea. M74A1 Artillery Airburst Simulators per year; 8) Discuss the feasibility of or alternatives to the Government's preferred lead-time of 210 days after award for First Article Test (FAT) Report submission and 300 days after award for production deliveries to commence; 9) Identify if manufacturing resources are shared with other item/production lines and identify the approximate amount shared; 10) The Government is considering an acquisition strategy that would consolidate these two items that have historically been purchased separately. Please identify whether consolidation of these items will impact your company's ability to bid on this potential requirement. NOTICE: This sources sought notice/market survey is for information and planning purposes only, and does not constitute a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Industry responses to this sources sought do not represent binding offers, and the Government cannot accept an industry response to form a binding contract. The Government intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of these items.
