This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Small Business Administration. The purpose of this notice is to identify potential qualified Small Business concerns that may be interested in and capable of performing the work described herein. The U.S. Small Business Administration's Office of Advocacy welcomes all qualified Small Business concerns with the appropriate qualifications and past experience to submit Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. The U.S. Small Business Administration does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted. The U.S. Small Business Administration may later on issue a Request for Proposals. However, should such a requirement fail to materialize no basis for claims against the U.S. Small Business Administration shall arise as a result of a response to this notice. Background: The U.S. Small Business Administration's Office of Advocacy examines the role and status of small business in the economy and independently represents the views of small business to federal agencies, Congress, and the President. It is the source for small business statistics presented in user-friendly formats and it funds research into small business issues. The research described in this notice assesses the economic impacts of tariff barriers and non-tariff barriers on U.S. small businesses involved in international trade. Government-imposed trade barriers that restrict the international exchange of goods and services present high costs on businesses when accessing international markets. Whereas large multinational corporations are able to smooth fixed costs, such as administrative overhead, across a large volume, small businesses involved in international trade face a disproportionately higher cost on a per output or sales basis when dealing with trade barriers. As trade openness has declined recently and protectionist trade policies have been on the rise globally, US small businesses that rely on access to international markets to survive and grow warrant special consideration during trade policy development as well, especially given their important role in the economy. In 2016, US small businesses exported $429 billion worth of goods to customers in other countries, and imported $618 billion worth of goods from suppliers in other countries. Small businesses make up about a third of total US exports and imports, and about 97% of the total number of US exporters and importers. Additionally, small businesses often play important but less recognized roles in global supply chains contributing to production processes that aren't readily recorded in trade statistics, or use imported raw materials or intermediate inputs in their own production. This research will review and assess the effects of tariff and non-tariff barriers to trade on small businesses by employment size, geographic area, and industry. Objective: The primary objectives of this research are to: • Review the literature and data available on tariff and non-tariff barriers faced by U.S. small businesses. • Utilize appropriate data to conduct a quantitative analysis of the likely effects of tariff barriers and non-tariff barriers on small business economic outcomes such as business survival, competitiveness, and expansion. • Provide policymaking insight based on the findings of the analysis. The contractor will be responsible for identifying and analyzing, in collaboration with Advocacy, economic data to develop insights into the trade barriers faced by small businesses across different industries, and small businesses of different sizes. Capabilities: The Corporate Capabilities Statement shall address the capabilities necessary to accomplish the objective outlined above as well as the additional tasks and characteristics given below: • Knowledge and experience with data and related research on international trade barriers, specifically barriers experienced by small businesses involved in international trade. • Experience and expertise in analyzing trade data from government sources to measure the economic effects of policies or events. • Experience and expertise performing quantitative research methods, and writing technical research reports comparable with articles published in peer-reviewed academic journals. • Advanced technical training in applied economic analysis and econometrics, and demonstrated experience as subject matter experts, such as Ph.D. in economics. Please provide resumes of proposed staff that demonstrate qualifications for key personnel. Submission requirements: Any interested qualified Small Business concern should submit a Corporate Capability Statement, which demonstrates the firm's expertise, past experience, and ability to fulfill the objective described above, to the identified point of contact listed herein. The submission should not exceed 20 pages, excluding resumes. Descriptions of past performance should include, where applicable, the contract name, the contracting agency or department, the total contract value, the period of performance, and a description of the project and how it relates to the work described herein. Responses shall also include the following information: - SBA Small Business Category (i.e. 8(a), HUBZONE, WOSB, Veteran-Owned, Small Disadvantaged Business, Service Disabled Veteran-Owned) - DUNS Number - Point(s) of Contact for your firm with e-mail and telephone number - Please identify if your company offers this requirement through the General Services Administration (GSA) and GSA Schedule Number - NAICS - Confirmation of being "Registered" and "Active" in www.sam.gov The submission must be received no later than 7 calendar days from the date of publication of this notice. Any proprietary information should be marked as such. All respondents are asked to certify that the type and size of their business organization is in line with the requirements of this notice.
