- The U.S. Army Contracting Command-New Jersey, Emerging Technologies Contracting Center (ACC-NJ-ET), Benet Laboratories, on behalf of Armament Research, Development, and Engineering Center's (ARDEC), Picatinny Arsenal, NJ, is conducting a Sources Sought notice to identify capable sources that can provide the Science, Technology, Engineering, and Mathematics (STEM) training and support as described within this sources sought. The Department of Defense (DoD) is the largest Federal employer of scientists, engineers and technical workers. The demand for a Science, Technology, Engineering and Mathematics (STEM) highly competent workforce, which meets the DoD's and defense enterprise needs, depends on preparing the K-12 student population with the skills and knowledge required to pursue STEM studies at the postsecondary level. The purpose of this sources sought is to identify sources that are capable of obtaining training, support, assessment, and evaluation services of new and existing projects sponsored by the DoD in partnership with local DoD laboratories, STEM education organizations, professional societies, and local education activities. Additionally, sources shall provide DoD and its partners opportunities to enhance existing projects and create new projects supporting programs and project level objectives. Sources shall provide program evaluations that will be used by DoD to determine the extent to which programs are operating efficiently, achieving the intended outcomes, and meeting program objectives, The source shall leverage the national network of 18+ Department of Defense (DOD) laboratories and agencies, and fifty (50) States to implement (provide in person training) inquiry and design (I&D) teaching methodologies using 21st-century tools, and best practices to prepare students (including those from underrepresented groups) for entry-level, highly skilled STEM careers nationwide. STEM training and support shall be offered to students in grades pre-kindergarten (K) though grade twelve (12), teachers, and other STEM related educational occupations, such as, but not limited to the following: administrators, guidance counselors and assistant teachers or student teachers. Interested sources shall identify and implement assessment, evaluation, and training plans/methods that assist teachers and administrators in determining which trainings/outreach programs show promise, operate efficiently, achieve outcomes, and meet program stated objectives. The following are the proposed focus areas: Focus 1 - National dissemination of the program and support information to outreach leadership personnel, points of contact (POC), and others; design and adopt action plans to initiate activities needed to fulfill those plans. Focus 2 - National STEM professional development programs for educators, including laboratory scientists and engineers, offered by professional trainers and administrators via various delivery methods. Such as but not limited to Professional Development Workshops, Information Sessions and other forms of engagement. Focus 3 - Support for national outreach STEM K-12 events, activities, competitions, academic contests, workshops, and other projects. Focus 4 - Develop an assessment model that can be implemented in STEM classrooms across the nation. The interested source shall provide an estimated timeline for completion of the model, which preferably will be within the first year of performance. Focus 5 - Develop a national evaluation model for POC training/outreach programs. The interested source shall provide an estimated timeline for completion of the model, which preferably will be within the first year of performance. Submission Information/Responses: Interested sources should submit a tailored capability statement for these requirements that clearly details the following: • An understanding and the ability to perform the aspects of the notice described above. • Each focus area listed above should be addressed in the response to demonstrate approaches and the capability to implement the work nationwide. • The capability statement shall include demonstrated knowledge, specifics about offered STEM training and support programs, and staffing support. • A documented past performance history of the focus areas listed above. • Ability to plan and manage all programs including financial aspects. Any/all proprietary information provided must be marked as such. Responses will be reviewed only by ARDEC government personnel and will be held in a confidential manner. Responses should include the identity of the interested source's current business structures: (a) Name of Company-including contact person's name, company address, telephone numbers (voice and Fax), email address; (b) Company size (i.e. Large, Foreign, Small, Small Disadvantaged, 8(a), Women-Owned Small Business, Historically Underutilized Business Zone Concern, Veteran-Owned Small Business, or Service Disable Small Business). Submitted documentation will not be returned. Any and all information provided shall include a description of the proposed technology specifics including technology capabilities and relevant applications. This notice constitutes an official Sources Sought. Any information or brochures submitted will be used for planning purposes only and shall not be considered as a Request for Proposal or as an obligation on the part of the Government to make a purchase. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract (see FAR 15.201(e)). No funds have been authorized, appropriated, or received for this effort. Responses to the Sources Sought must be received no later than COB 1600 EST 6 July 2018 via email.
