- MARKET SURVEY ANNOUNCEMENT 06/06/2018 The purpose of this amendment is to provide Government response to question received regarding this Market Survey. SEE ATTACHMENT entitled "Q&A #29840. All other terms and conditions remain unchanged. ---------------------------------------------------------- This market survey of the Federal Aviation Administration (FAA) is to determine the availability and manufacturing interest to provide Temperature Compensated Crystal Oscillator (TCXO) for Very High Frequency Omni-directional Range (VOR). The FAA anticipates procuring approximately 400 Oscillators. The responses to this market survey will be used for informational purposes ONLY. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP), and should not be misconstrued as such. Furthermore, the FAA is neither seeking nor accepting unsolicited proposals in response to this market survey. If this market survey results in a future competitive SIR, the government will limit competition to only those vendors who responded to this market survey. All parties are advised that the FAA will not pay for any information or any administrative costs associated with any response received because of this announcement. Any costs or expenses associated with the submission of information, in response to this market survey, will be the sole responsibility of the respondent. A determination regarding an acquisition approach will be made after review of market survey responses. The procurement may be based upon an FAA- design (build to print). At this time, the Air Traffic Organization (ATO), Program Management Organization (PMO), Enterprise Services, Navigation Programs, VOR MON Team, AJM-324 is soliciting ONLY interest, capability information and cost from potential sources. This information will help establish the optimum procurement strategy. Interested companies are requested to respond to the questionnaire below and provide past design and development experience, along with general company information. A detailed response is very important as it may influence the type and structure of the solicitation. 1.Introduction/Purpose The FAA is seeking companies who can manufacture TCXO for VOR transmitters for an estimated quantity of 400 oscillators. Interested parties should include a list of available tooling, Rough Order of Magnitude (ROM) estimate, lead times for production, or, alternately, provide reasons why an approach to obtain or manufacture are not feasible. In order to be considered for participation in an eventual acquisition, potential companies must address the following: 1.Demonstrated capability, tools, facilities, and rate to manufacture TCXO for VOR transmitters per year that meet the FAA specification requirements. 2.An extensive description of your company ™s capabilities in crystal oscillator design and development. 3.Provide an extensive description of your companies past experience in TCXO design and development. 4.Examples of past TCXO designs that you feel will help qualify your company. 5.Information on any prototype/First Article TCXO designs that your company has produced. If a contract manufacturer produced the system, please provide detail of the working relationship. 6.Any information that you think would be relevant to the FAA TCXO for VOR that will meet form, fit, and function to meet the specifications required. 7.A rough order of magnitude (ROM) estimate of costs to produce a first article order of 20 TCXO and the additional 380 TCXO is necessary. 8.A delivery of the first article order of 20 TCXO by first quarter of Calendar Year 2019. 2. Nature of Competition A procurement strategy has not been determined at this time; however, responses to the market survey will influence the specific procurement strategy eventually chosen, potentially including but not limited to an unrestricted competition or a small business set aside. 3. North American Industry Classification System (NAICS) Code The NAICS code for this requirement is 334419, Other Electronic Component Manufacturing. If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this market survey. 4. Submittal Requirements for the Market Survey Please provide responses via email (noted below) by 2pm EST June 11, 2018. No late responses will be accepted. All responses (one per company) must include a transmittal letter on company letterhead that provides the company name and address, point of contact with telephone number and email address, and business size in addition to any additional information deemed important by the respondent. The capability statement must demonstrate the respondents ™ ability to meet all requirements set forth in SECTION 1.0 Introduction/Purpose. All responses (one per company) must include a transmittal letter on company letterhead. Respondents may not use a font size smaller than 12. The page limitation is 10 single spaced pages. The email subject line should read, TCXO VOR Crystal Oscillator Market Survey Response. Questions concerning this market survey must be in writing and submitted via email (noted below) with the email subject line to read, TCXO VOR Crystal Oscillator Market Survey Questions. All questions must be submitted no later than 2pm EST May 9, 2018. The FAA will not respond to telephonic requests for information. FAA responses to questions, excluding vendor name, will be made public and published at: http://faaco.faa.gov/ under current announcements for FAA Headquarters, Washington, DC. 5.
