Description
1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BIDS. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. Proposed Solicitation Number: N4008418B5403. FSC Code: S205; NAICS Code: 562111. 3. LOCAL SOURCE RESTRICTIONS. This solicitation is intended only for local sources in accordance with FAR 5.202 (a)(12). Local sources are those persons or entities that, prior to award, are lawfully registered to conduct business in Japan. Bids from non-local sources will not be considered under this solicitation in accordance with provisions of the U.S.-Japan Status of Forces Agreement. 4. CONTRACTOR LICENSING REQUIREMENTS. Prior to award of any contract, bidders must be registered to do business in Japan. The Contractor shall obtain all required permits, licenses, and authorizations to perform work under this contract and comply with Waste Management and Public Cleaning Act (Haikibutsu no Shori Oyobi Seiso ni Kansuru Horitsu), Japan Environmental Government Standards (JEGS), and all the other applicable Federal, host nation (Japanese), prefectural, and local laws and regulations. The JEGS prohibits the generators of industrial waste to contract with a licensed transporter that requires the transporter to then separately subcontract with a licensed disposal facility. Therefore, a single Contractor shall be licensed to both transport and dispose of industrial waste. A Joint Venture Agreement (JVA) wherein one joint venture partner possesses a required transportation license and the other partner possesses a required disposal license is an acceptable alternative to meet this single contractor requirement. 5. STATUS OF FORCES AGREEMENT. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 6. PROJECT SCOPE: NAVFAC Far East, Facilities Engineering and Acquisition Division (FEAD) Iwakuni has a requirement for contractor support to provide Integrated Solid Waste Management Services to maintain a healthy, clean, and pleasant environment surrounding U.S. Marine Corps Air Station (MCAS) Iwakuni facilities. The work shall be performed at various locations abroad U.S. MCAS Iwakuni, including Atago Hills, and could vary from location to location. The Contract is performance-based specification relying on the Contractor s experience and expertise determining the best method of providing those services. The Contract will include the Recurring Work and Non-Recurring Work items. The Contract for this acquisition will be for a period of one year (12 months) with no Option periods, with an anticipated start date of 01 Oct 2018. The Contractor shall provide collection, transportation, disposal and recycling services of residential, commercial, and industrial solid wastes to ensure refuse and recyclables are properly collected and disposed. Types of waste include, but not limited to General Waste and Industrial Waste such as Food Waste, Wood Pallets, Plastic Waste, Wood Waste, Glass Waste, Rubbles, Glass, Bottles, Construction Related Waste, Waste from Drain Cleaning, Printer Cartridges, STP (Sewage Treatment Plan) Ash, Shisa and Dry Sludge, Surplus Soils and Dirt, Mattresses, Carpets, and Tires. 7. SYSTEM FOR AWARD MANAGEMENT REGISTRATION. Bidders must be ACTIVELY registered in the System for Award Management (SAM) database to be eligible for award. For more information please go to https://www.sam.gov. Interested contractors are encouraged to register as soon as possible. 8. PLANNED SOLICITATION ISSUING DATE. On or about 22 Jun 2018. The Government does not intend to issue amendment(s) to this Presolicitation Notice if/when the planned solicitation issuing date is changed. Interested contractors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (AsiaNECO) website at https://asia.neco.navy.mil when it becomes available. 9. Hard copies of the solicitation will not be provided. It is the Contractor s responsibility to check the websites periodically for any amendments to this solicitation. All interested contractors shall register at the website https://asia.neco.navy.mil. 10. Interested firms are requested to provide FEAD Iwakuni with capability statements including at a minimum: 1. Company Name, DUNS Number and CAGE Code, 2. Mailing Address, and 3. Point of Contact Information including phone/fax numbers and email address. Capabilities statement should be submitted via email to Youko Abe at youko.abe.ja@usmc.mil. However, any information submitted by respondents to this notice is strictly voluntary. 11. The information being provided does not constitute a Request for Proposal, Request for Quote, Invitation for Bids, or a commitment of the part of the Government neither to award a contract, nor to pay for any costs responding to this notice and / or to the solicitation. This notice shall not be construed as a commitment by the Government for any purpose.
