- ‘7 JUNE 2018 UPDATE' to the 31 May 2018 FedBizOpps (FBO) Sources Sought Notice (SSN) for the Joint Pacific Alaska Range Complex (JPARC) Operations and Sustainment (JOS) procurement effort SITE VISIT: The Government will host an Industry Site Visit 24-26 July 2018 for the JOS procurement effort at Eielson Air Force Base (EAFB), Alaska. Interested contractors will participate in a range tour. Participants are required to provide their own 4-wheel drive transportation as required travel is over rough, steep, loose terrain. The site visit includes access to classified areas. Participants must enter a classified visit request into JPAS. The SMO Code for Eielson is EH0RF7C06 and JBER is EL0RFJ076. Contractors who do not have a DoD Common Access Card or other valid access means will be sponsored on the bases by the 353 CTS / 354 OG Det 1. The following information will be sent to Mr. Matthew Fuerst by e-mail at Matthew.Fuerst.1@us.af.mil no later than 3:00 pm Alaska Standard Time, Tuesday, 16 July 2018: Full Name; Date of Birth; Driver's License Number and State of issuance; Last 4 digit of Social Security Number (DO NOT SEND THE FULL SSN). Visitors without clearance, or who fail to pass a visit request in JPAS, will not be allowed in classified areas. The Government will not make available any information from classified areas to participants without access means. The responsibility to have clearances and visit requests is upon the contractors. RESPONSES TO 5-31-18 CAPABILITIES REQUEST: The ‘closing date' for submission of unclassified response to this ‘Sources Sought Notice' is 5:00 pm Eastern Standard Time, Monday, 6 August 2018. The response package not-to-exceed limit has been changed to ‘15-pages' that clearly outline the firm's experience, resources and capabilities to meet the stated requirements. ********************************************************* 31 May 2018 Posting FedBizOpps (FBO) Sources Sought Notice (SSN) for Joint Pacific Alaska Range Complex (JPARC) Operations and Sustainment (JOS) GENERAL REQUIREMENT INFORMATION: The United States Army Contracting Command-Orlando (ACC-ORL), on behalf of the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), has a requirement for integrated operation, maintenance, technical service, and range support to provide testing and training opportunities for the Pacific Air Forces (PACAF). The support services will be provided at the Joint Pacific Alaska Range Complex (JPARC) at Eielson Air Force Base (EAFB) and the Joint Base Elmendorf- Richardson (JBER), Alaska. Additional support operations may be required at various overseas locations. This requirement includes providing all management, labor, expertise and support services to maintain and operate threat radars, radar simulators, and electronic warfare (EW) simulators for testing and training in live, virtual and constructive environments. The Contractor shall be responsible for operations and sustainment support, including all management, labor, equipment, tools, and supplies not otherwise specified as Government Furnished Equipment (GFE), in support of specified JPARC activities. The Contractor shall perform operations providing: all time-space-positional-information through full-spectrum Air Combat Training Systems (ACTS) and Command and Control (C2) capabilities; Airborne Electronic Attack (EA) pod support, detailed air-to-air and air-to-ground weapons scoring; ground-to-air radio systems management; real-time and after-action event analysis through threat video and mission recording management; briefing/debriefing audio-visual support; Live Virtual Constructive (LVC) system incorporations and executions; detailed Communications Security (COMSEC) processes; secure operating environments through encryption operations; information technology operations and support processes, safe control of air and ground spaces via Range Control Officer (RCO), and the Special Use Airspace Information Service airspace management processes. The Contractor shall provide full spectrum support to the JPARC at EAFB, AK to include maintenance, operational, and engineering support of all threat equipment. The Contractor shall provide operational support for Red Flag - Alaska exercises, as well as daily training requirements. Engineering support shall also be required to maintain the threat simulators in a mission-capable condition. The contractor shall also support Joint Deployable Electronic Warfare Range (JDEWR) deployments at Outside Continental United States (OCONUS) exercise locations. The Contractor shall coordinate with various contractors, Government, and external agencies in support of JPARC missions. The Contractor shall support functions providing: credible threat engagement simulation and analysis; all time space-positional-information through full-spectrum ACTS and C2 capabilities; detailed air-to-air and air-to-ground weapons scoring; real-time and after-action analysis through threat video and mission recording management; briefing/debriefing audio-visual support; LVC system incorporations and executions; secure range data environment through full encryption; detailed COMSEC processes; information technology processes, and safe control of air and ground spaces via range control and Special Use Airspace Information Service. The proposed contract also provides for helicopter support logistics, refueling of remote sites, sustainment and maintenance of remote sites throughout JPARC operations space. A draft Performance Work Statement (PWS) is included with this posting. For purposes of this Sources Sought Notice (SSN), the attachments referenced at the end of the draft PWS will not be made available. The Government intends to hold an Industry Site Visit (tentatively scheduled during the week of 23 July 2018) at Eielson Air Force Base, Alaska. Detailed information will be provided on a later SSN posting update. ACQUISITION APPROACH: The Government anticipates the JOS effort will be fulfilled utilizing a competitive contract, with a combination of Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and/or Time & Materials (T&M) Contract Line Item Numbers (CLINs), in accordance with FAR Part 16.504. The award determination will be made on a Best Value/Trade-off basis. Award will be made in the form of a Single Award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to one responsible offeror and orders will be issued against the IDIQ as need arises. Tasking will be by individual Task Order (TO) specifying the services to be provided from the basic contract. PERIOD OF PERFORMANCE: The period of performance is anticipated to be seven (7) years. Alternatively, the Government seeks input from Industry as to the feasibility of a ten (10) year contract instrument. TOTAL ESTIMATED DOLLAR VALUE: The estimated IDIQ contract maximum ceiling is $198M RESPONSES REQUESTED: Respondents shall provide an unclassified response to this notice. Information identified by a respondent as "Proprietary or Confidential" will not be disclosed outside of Government channels. If a respondent submits such information, respondent is responsible for clearly marking "proprietary" on each sheet containing information and segregating such information to the maximum extent practical from other portions of the response. All interested firms shall submit a package of not-to-exceed 10-pages outlining the firm's experience, resources and capabilities. The package shall clearly demonstrate an ability to meet the stated requirements. The Government will not accept company literature or marketing materials in response to this SSN. Recent relevant experience in all areas shall be provided, including any Government contracts for similar services. Teaming and/or subcontracting arrangements shall be clearly delineated. Previous experience in teaming must be provided. Small Businesses expecting to prime this effort must state how they will meet the Limitations on Subcontracting listed in FAR 52.219-14.
