Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Bacula Systems Corporation for Bacula Enterprise Software for the Geophysical Fluid Dynamics Laboratory (GFDL) in Princeton, NJ. Sole Source Justification Bacula Enterprise Software is necessary to meet the Government's mission as it is the only software capable of backing up the entire GFDL Information Technology (IT) environment. Specifically, Bacula has and includes clients for backing up every operating system ran on general purpose computers (Windows, MacOS & Linux), and it can speak the NDMP protocol for backing up the storage appliances that run NetApp ONTAP OS and Hitachi SVOS). GFDL cannot meet their backup requirements with software that is not capable of backing up the entire IT environment running all five operating systems. Bacula Enterprise stores backups in the Bacula Volume Format, which a large percentage of computers can read without days of System Administer time. Bacula Volume Format can be read in approximately an hour. Specifically, many operating systems such as Red Hat Enterprise Linux, CentOS, Ubuntu LTS, and Debian, which collectively have large market share on servers and workstations, have built-in support for reading the format, even though they are incapable of writing the backups like Bacula Enterprise. Based on the manuals for other solutions that meet the compatibility requirement and experience with our current solution, NetBackup, GFDL estimates upwards of 5 days would be required for other solutions to configure them to read the format. This enables other National Oceanic and Atmospheric Administration offices, or the GFDL if it is being rebuilt, to recover our data quickly enough from offsite tapes in a disaster recovery scenario (e.g., a fire that destroys our IT environment.) Access to data is mission critical to the scientists at GFDL. Without this access, the scientists cannot perform their mission and would be unable to perform their work for up to 5 days during disaster recovery scenario. If a disaster that destroys the GFDL's computers does happen, NetBackup and all other compatible solutions would fail to meet this need of quick data recovery. Bacula Systems Corpration has no authorized resellers in the United States. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the required software may submit substantiating documentation in writing within five days of this notice. Responses can be sent via e-mail to shelley.smith@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
