Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. THIS IS A TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. Description of Requirement Medical Coding Services VA Nebraska-Western Iowa Health Care System Place of Performance All work shall be performed at the Contractor s facility, unless otherwise specified and mutually agreed to by the Contractor and CO. In the instance where the Contractor is required to work at the Government site, that work shall not take place on Federal holidays unless directed by the Contracting Officer. Place of performance shall be located within the continental United States and Contractor personnel, including any subcontractors, shall be located within the continental United States. Continental United States is defined as the 50 states and Puerto Rico. Period of Performance This will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with period of performance of 8-1-2018 to 10-31-2022. Funds will be obligated via issuance of task orders against IDIQ contract for each ordering period: Ordering Period Period Begins Period Ends 1 8/1/2018 10/31/2018 2 11/1/2018 10/31/2019 3 11/1/2019 10/31/2020 4 11/1/2020 10/31/2021 5 11/1/2021 10/31/2022 Scope of Work Contractor shall provide medical coding services to assign ICD-10-CM, CPT, and HCPCS Level II codes based on medical record documentation of outpatient, inpatient, surgical, and ancillary care provided at or under the auspices of VA Nebraska-Western Iowa Health Care System primarily but to any of the CBOC sites in addition. The Contractor shall provide all resources necessary to accomplish the tasks and deliverables described in the SOW, unless otherwise specified. These services are from all specialties of medical care and the contractor will be expected to: Assign appropriate modifiers to CPT and HCPCS Level II codes. Enter correct number of units for HCPCS Level II codes. Enter appropriate Present on Admission indicators for inpatient stays. Enter appropriate case comments as communication with billing. Link appropriate ICD-10-CM to the CPT or HCPCS II codes. Create ProFee encounters to code. All coding will be performed with a 95% accuracy rate. Contractor shall furnish validation of the integrity, quality, and appropriate assignment of codes. Definitions CPT - Current Procedural Terminology; a system developed by the American Medical Association for standardizing the terminology and coding used to describe medical services and procedures. These are used in combination with ICD codes to determine payment levels by insurance plans as well as standardizing information about what procedures are done for a patient across different sites. HCPCS - Health Care Common Procedure Coding System; standardized identification of medical services, supplies, and equipment. There are two sets of codes. The first, or Level I, code set is a five-digit numeric code that contains the CPT. The second code set, or Level II, is a set for medical services not included in Level I, such as durable medical equipment and supplies. ICD - International Statistical Classification of Diseases; A coding of diseases and signs, symptoms, abnormal findings, complaints, social circumstances and external causes of injury or diseases, as classified by the World Health Organization (WHO).
