Description
The USPFO for Florida intends to issue an invitation for bid to award a single firm fixed-price contract for construction services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction and repair of buildings at MacDill Air Force Base in Tampa, FL. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available but not later than midnight 30 Nov 2018. This action has been identified on the National Guard priority list for award if funds become available and the prices are within an awardable range. The synopsized action covers two projects, Project NVZR NVZR062031 Repair JCSS Reserve Forces Building 1885 and NVZR132003 Repair JCSS Vehicle Maintenance Building 1886, located at the 290th JCSS, MacDill AFB, Tampa, FL. Project NVZR062031 work includes a preconstruction building survey for asbestos-containing materials; selective demolition of exterior windows and site elements, interior walls, floor and wall finishes, doors, millwork, fixtures, furnishings, equipment, mechanical systems, electrical secondary systems and lighting, and fire sprinkler systems. Modifications to existing underground utilities and pavement replacement. Complete demolition of existing low sloped roofing assembly and related items. Construction of new double pitched high slope metal standing seam roof on new purlin framing set on the existing low slope roof deck, with gutters, downspouts, roof hatch and other accessories. Construction of new exterior storefront assemblies and wall infill, new exterior pedestrian accessible ramp and retaining wall. New interior walls, new doors, new interior windows, new operable wall system, new toilet and locker rooms, new floor and wall finishes; new mechanical systems; new interior plumbing systems connected to existing site utilities; new areas of electrical secondary systems, lighting, and emergency lighting; new wet pipe fire sprinkler system; and incidental related work. The existing building is a one story steel framed structure with a mezzanine. Building area is approximately 26,000 square feet. The building will not be occupied during performance of work. The estimated magnitude of construction is between $5,000,000 and $10,000,000. Project NVZR132003 work includes a preconstruction building survey for asbestos-containing materials; selective demolition of portions of interior walls, floor and wall finishes, doors, millwork, fixtures, furnishings, equipment, mechanical systems, electrical secondary systems, lighting, and devices, and fire sprinkler systems. Complete demolition of existing low sloped roofing assembly and related items. Construction of new double pitched high slope metal standing seam roof on new purlin framing set on the existing low slope roof deck, with gutters, downspouts, roof hatch and other accessories. Construction of new interior walls, new doors, new toilet and locker rooms, new floor and wall finishes. New mechanical systems; new interior plumbing systems connected to existing site utilities; new areas of electrical secondary systems, lighting, emergency lighting, and devices; new wet pipe fire sprinkler system; and incidental related work. The existing building is a one story steel framed structure of approximately 7,500 square feet. The building will not be occupied during performance of work. The estimated magnitude of construction is between $1,000,000 and $5,000,000. The total estimated magnitude of construction of both projects is between $5,000,000 and $10,000,000. The contract construction period of performance will be 425 calendar days after notice to proceed (NTP). For the purpose of compliance with Air National Guard (ANG) policy, these projects shall accomplish a sustainable design goal of ANG Meritable and shall incorporate sustainable design criteria to the maximum extent possible and shall as a minimum achieve the specified LEED NC Version 3.0. (2009) credits required by ANG and Air Force policy that are attainable through the scheduled project improvements. These projects shall not be registered with USGBC/GBCI nor submitted for formal certification review to achieve validation of credits earned. The pending solicitation will be set aside 100% for Small Business. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $36,500,000.00 average annual revenue for the previous three years. Your attention is directed to FAR Clause 52.219-14, subparagraph (c)(3), which states, "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for General construction...[t]he concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees." The tentative date for issuing the solicitation is on-or about 29 June 2018, but could be issued earlier or later than this date. The solicitation (invitation) will be available to all interested contractors. The tentative date for the pre-bid conference is on or about 9 July 2018, but could be earlier or later than this date based on solicitation issue date. The exact date, time and location will be identified in the solicitation. Interested contractors are encouraged to attend and shall follow registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. The bid opening date is tentatively scheduled for on or about 17 August 2018. Actual date and time will be identified in the solicitation. Interested offerors must be registered in SAM.
