Description
THIS IS A SOURCES SOUGHT NOTICE (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although proposal, offeror, contractor, and offeror may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as proprietary or confidential, intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued for the purpose of collecting information about the availability of equal products from different sources for the desired equipment listed in the Price-Cost Schedule that meets the corresponding Salient Characteristics. (e) Contractors that feel they have an equal product are encouraged to email full information to Don.Neal@va.gov Contractors shall identify the NAICS code for the product being offered as well as their size status. Contractors shall complete the Price-Cost Schedule for the purpose of market research. Contractors shall include the terms and conditions of the warranty for all proposed equal products. Delivery shall be to: VA Mather Medical Center 10535 Hospital Way Mather, CA 95655 Offerors shall be registered in the System for Award Management (SAM) prior to award. Registration information is located at www.sam.gov. The Government has an urgent need for a Compounding Pharmacy Trailer. At this the time, the only known source is Odulair. Based upon responses to this posting the Government may determine to proceed with a sole source acquisition, issue a competitive solicitation, or cancel the requirement. The Government s requirement is for one each Compounding Pharmacy Trailer, as described in the attached documents. Concerns interested in being offerors should reply as described below no later than 5:00 PM, Pacific Time, 6/13/18. Responses should be emailed to don.neal@va.gov. You will receive a verification of receipt within 24 hours. Your response should be 3 Meg or smaller. Your response should address the following: a. Your ability to provide an Odulair trailer or equal. If some specifications need to be changed, indicate which ones and what would be need to be changed. b. Indicate if you have delivered similar trailers in the past. If you have, provide details as to similarity, date delivered, and customer contact. c. For budgetary purposes only, please indicate the estimated cost of the trailer, including shipping, installation, set up, and training to the nearest $100K. d. Indicate how long it would take you to deliver and install the trailer. e. If you are a small business and believe this can be set-aside please also indicate who would manufacturer the trailer, and how you would meet the requirements of the applicable Non-Manufacturer rule such as is at FAR 52.219-6(d) ( A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas. ) or 52.219-14(c)(2) ( The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. ) Alternate Item submission: Offerors submitting alternate items must provide technical information sufficient for a lay person to determine acceptability. Information will not be paid for by the government nor returned to the supplying party. The information will be used to determine product acceptability. Lack of sufficient information for our staff to determine product acceptability will result in a negative determination. Any quote will then be found non-responsiveness to the solicitation and the quote will not be considered. New Equipment ONLY; NO remanufactured, used/refurbished or "gray market" items. All items must be covered by the manufacturer's warranty. No product in development shall be considered. Authorized dealers: Experienced firms only who are authorized dealers will be considered in addition to the original equipment manufacturer. A letter from the manufacturer stating your company is an authorized dealer for the line items must be in possession by the due date and be available for submission, if requested.
