- This is a sources sought synopsis/pre-solicitation notice to determine the availability of potential sources capable of providing proprietary software, commonly and collectively referred to as śMATLAB, ť for functions as diverse as data re-formatting and complex system simulations. The scope of the requirement includes providing MATLAB software maintenance products, components and licenses for The Office of Naval Intelligence (ONI), Washington, DC. The ONI Farragut Technical Analysis Center (TAC) currently has 71 licenses of the MathWorks, Inc. MATLAB software in use. Master license numbers are as follows: 30296600, 30849879, 31166843, 31166851, 31288458. ONI uses MATLAB software to create a wide variety of technical tasks, analyses, models and simulations that fulfill mission requirements and production tasking. Software licensing enables the configuration and functionality of the software, with each license having a set of components suited to its particular use. Within and using that proprietary software, TAC personnel have authored numerous models, simulations and analyses of foreign threat systems, all of which must remain operational and available in order to continue to meet intelligence production requirements. The MathWorks, Inc. is currently the only known source that can meet the Government ™s requirement due to the proprietary nature of the software. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A firm fixed price (FFP) Basic Ordering Agreement (BOA) is anticipated, with an ordering period of one (1) year, and four (4) 12-month option periods. It is anticipated to be solicited on a sole source basis to The MathWorks, Inc. in July, 2018. The NAICs code for this acquisition is 511210 and the size standard is $38.5M. Offerors possessing the requisite skills, resources, and capabilities necessary to supply the stated requirement are invited to respond to this market research survey/sources sought via a submission of an executive summary, no more than two (2) pages in length. The submission shall include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, CAGE code and business size, and (2) relevant corporate experience references. Relevant corporate experience is defined as experience (within the last three years) which demonstrates the offeror ™s ability to provide the aforementioned supplies. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance; details of the relevant supplies provided; and customer/client point of contact with corresponding telephone number and e-mail address. All submissions are required to be submitted via e-mail to rachel.mcginley@navy.mil no later than 5pm (Eastern) on 14 JUN 2018.
