- The Bureau of Land Management, Utah State Office (BLM) is seeking proposals for Fire Center Road Construction. The work to be done under this contract is to construct approximately 980 lineal feet of 24 foot wide (2,614 square yards) asphalt road from the northwest edge of the existing road at the Moab Fire Center crew quarters at Ken ¿s Lake to a designated spot near the BLM Moab Fire Center Helitac Trailer, and to pave an existing dirt parking lot (694 square yards) immediately adjacent to the Moab Fire Dispatch Center modular building. The work is located approximately 5 miles south of Moab, Utah. The solicitation number is 140L5718R0004 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. The associated North American Industrial Classification System (NAICS) code for this procurement is 237310 with a small business size standard of $36.5 million, average annual gross receipts for the past three years. This requirement is a Small Business set-aside and only qualified offerors may submit proposals. The contractor shall complete work within 60 days after issuance of the Notice to Proceed. The Government intends to make an award to the responsible offer whose quote represents the best value to the Government using the lowest price technically acceptable (LPTA) process. All work will be performed under a single Firm-Fixed Price construction contract subject to the Wage Rate Requirements for Construction, formally known as the Davis-Bacon wage rates. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000. To be considered eligible for award, vendors must be registered and have active profiles with completed representations and certifications in the System for Award Management (SAM) database (https://www.sam.gov) prior to the closing date of the solicitation. To obtain the solicitation for this project, contractors shall search under 140L571R0004 at www.fedconnect.net. Bidders shall periodically check for amendments and other changes to the documents.
