- Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to install, replace, or adjust guardrails and end-treatments in 13 bridges/culverts close to New Mexico and Texas state line areas. This acquisition is 100% set aside for Service Disabled Veteran Owned Businesses under NAICS 237310 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $250,000 and $500,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. Work under this contract will be located as followed 1 bridge/culvert work to be performed on Fort Bliss and 12 bridges/culvert work to be performed in Dona Ana County, New Mexico. The Wage Determination: General Decision Number: NM180049 01/05/2018; Superseded General Decision Number: NM20170049; State: New Mexico; Construction Type: Highway; County: Dona Ana and San Juan Counties in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $100,000.00, whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be announced at a later date for this procurement. Details of that site visit will be available in the solicitation. The date for issuing the solicitation is on or about 7 July 2018, bid due date will be 6 August 2018 and completing contract performance 120 days after notice to proceed under solicitation number W911SG-18-B-0002. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at www.sam.gov. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award.
