Notice of NIST's Intent to Negotiate on Sole Source Basis for a Pair of Robotic Arms and Single Gripper Notice Type: Pre-Solicitation Posted Date: 06/07/2018 Response Date: 06/18/2018 10:00 am Eastern Archiving Policy: Automatic, 15 days after response due date Base Notice: Notice of NIST's Intent to Negotiate on Sole Source Basis for a Pair of Robotic Arms and Single Gripper- NB643040-18-01516 The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with rpGatta, Inc. located at 435 Gentry Drive Aurora, OH 44202 to purchase a Pair of Robotic Arms and Single Gripper manufactured by Mecademic Inc, Montreal, QC H2G 1V4 Canada. NIST's Material Measurement Laboratory (MML) is the national reference laboratory for measurements in the chemical, biological and material sciences. MML provides basic science and practical tools for better, reliable measurements of complex chemical species, advanced materials, and biological systems. MML research produces new, sophisticated measurements of matter, as well as reference materials, reference data, and other practical tools that support a wide range of enterprises important to our nation, including healthcare, manufacturing, energy, infrastructure, and the environment. MML requires a pair of robotic arms and single gripper to load and unload samples from x-ray diffractometer. The sole source justification is based on the following: NIST has stringent accuracy requisites, size constraints and RoboDK software compatibility requirements. The robotic arm and gripper components consist of the following: 1. Must be a 6-axis robot arm 2. Robot arm base footprint must be less than 150 mm wide by 200 mm long, where the long axis is defined as the axis along which the first arm joint is at its central rotation position. 3. Must have repeatability of better than 0.010 mm (10 µm) according to iso 9283 procedure 4. Must be compatible with commercial RoboDK software (i.e. Have full models and translators provided), which will be used to develop, program, and control the system 5. Must have a reach of at least 250 mm at the wrist center (wrist is 2nd-to-last axis of standard 6-axis geometry) 6. Must be able to carry a payload of at least 500 grams to all positions 7. Tool mounting plate on end of robot must be between 25 mm and 50 mm in diameter 8. Length from wrist joint to tool mounting must be between 70 mm and 100 mm 9. Must have an available gripper which can be attached as needed, or system used without gripper 10. Gripper must have at least 20 n grip force, and a total stroke of at least 5 mm 11. Robot controller must communicate via a standard ethernet tcp/ip interface (100 mbps or 1 gbps ethernet) using a protocol which is fully documented and accessible to external programs which can open a network socket (of type known as af_inet on posix-based operating systems) to it. 12. Controller for arm is not required to be integral in mounting base, although this is desirable. If controller is separate, it must connect to the mounting base by an umbilical cable which can be at least 2 meters long. 13. Mass of arm with mounting base desired to be < 10 kg Market research, which included the posting of Sources Sought notice SB1341-18-SS1 to FBO.gov, has shown that rpGatta, Inc. is the only source reasonably available to provide the item. rpGatta offers a commercial model of Mecademic's Meca500 robotic arms including a gripper and stand that meets the accuracy requirements, size constraints and RoboDK software compatibility specifications noted above. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 333249 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 AM ET on June 18, 2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
