Description
Presolicitation Notice: 70Z03818IJ0000002 The Department of Homeland Security (DHS), United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Range Recovery (MRR) Procurement Branch has a requirement for the overhaul of H-60T aircraft hull fixtures. The USCG ALC is seeking qualified contractors that possess the tooling capabilities and aircraft blueprint data required to manufacture fixtures which will be used to overhaul H-60T aircraft hulls, while maintaining precise hull alignment. Due to the nature of aircraft overhaul conducted at ALC/MRR, specific capabilities are required of these fixtures. HARD POINT CRADLE - BOTTOM/SIDE: Will support an H-60T aircraft hull and maintain precise hull alignment while artisans replace fittings in frames 247 - 265 left and right sides (P/Ns 70219-02525-043, 70219-02525-044, 70219-02526-041, 70219-02526-042), frames 308 - 334 left hand side (P/Ns 70209-82206-044, 70209-82210-048, 70209-82210-044), frames 354 - 379 left hand side (P/Ns 70209-22215-108, 70209-23001-103, 70209-23001-104, 70209-23002-102), and frames 386 - 410 right hand side (P/Ns 70209-23004-103, 70209-23004-106). The fixture shall be mobile/towable for movement within the overhaul facility, on smooth concrete surfaces, with aircraft hull in fixture. This requirement is for a quantity of two. HARD POINT FIXTURE - TOPSIDE: Will support an MH-60T aircraft hull and maintain precise hull alignment while artisans replace main transmission beams (P/Ns 70219-02131-042, 70219-02133-054, 70219-02132-043, 70219-02133-053, servo beams (70209-22103-050, 70209-22103-052, 70209-22103-054, 70209-22103-056, and hoist fittings (P/N 70209-22101-102). The fixture shall facilitate simultaneous replacement of left, right, forward and aft transmission beams. The fixture shall also facilitate replacement of a complete "top plug" between frames 247 and 485, while having the capability to lift and remove the old plug and lift and install the new plug into place in the aircraft hull. Due to facility space constrictions, minimal fixture footprint is desired. This requirement is for a quantity of two. TAILCONE FIXTURE: Will support an MH-60T tailcone, while removed from the main aircraft hull, and maintain precise alignment, while artisans repair/replace skin and structural components. The fixture shall facilitate replacement of the Canted Bulkhead Hinge Fitting (70209-25001-042), to include the ability pick up, or "clone" the fastener holes to the new fitting. Artisans need access to the inner surfaces and as such, the fixture should support the tailcone in a manner that allows an artisan to be physically inside the tailcone while performing required repairs. The fixture shall be mobile for movement within the overhaul facility, on smooth concrete surfaces, with tailcone in fixture. This requirement is for a quantity of two. HULL ALIGNMENT/EGI BORESIGHT LASER: Laser set and supporting software shall facilitate precise measuring and documenting of points on aircraft hull to establish hull alignment accuracy to within.005". The Laser set shall also be capable of performing a "boresight" alignment of the two Embedded GPS Inertial (EGI) System mounts on each aircraft. This requirement is for a quantity of one. The Original Equipment Manufacturer (OEM) for the aircraft is Sikorsky. The USCG does not own, nor can it provide specifications, plans, drawing, or other technical data. Responses should include the following: • Name and address of contractor • Cage Code • Point of contact including name, title, phone, and email address • Capability statement to include the lead time for evaluation and repairs and standard warranty included with product • State whether the business is OEM certified and if so, provide proof of approval • State whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, Service Disabled Veteran Owned Small business in terms of the NAICS code 488190 • GSA Contract information if applicable and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for this requirement. The NAICS code is 488190 and the small business size standard is $32.5M. Questions: 1. Do you have access to the proprietary data from the OEM for the design? 2. Have you ever produced any variation of an H-60 fixture like this before? If so, where is it located? 3. What is the lead-time after contract award? 4. This notice does not constitute a Request for Quotation (RFQ) or a Request for Proposal (RFP) and is not to be construed as one. Therefore, there will be no evaluation of responses to this Sources Sought notice for award purposes. Respondents deemed fully qualified will be considered in any resulting future solicitation where quotes or proposals will be requested. There is no date set for a resulting solicitation or if a solicitation will be issued. All submitted materials will be designated for Government Use Only. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests.
