- Request for Specification Clarification Product Description This combined synopsis/solicitation for commercial item prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented IAW FAR Part 13 and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) N5523618Q0089 is issued as 100% total Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code is 333517 "Machine Tool Manufacturing." The solicitation documents and incorporated provisions and clauses that are those in effect through Federal Acquisition Circular 2005-97 (Effective 24 January 2018). DESCRIPTION : The requirement is for a firm-fixed-price (FFP) purchase order; Contract Line Item No. (CLIN) 0001 is for one (1) each Cammann Model C-26 SQSS metal disintegrator with magnetic base, brand name or equal, in support of the SWRMC Machine Product Family. CLIN 0002 is for shipping. The required delivery date is within 30 days after receipt of order (ARO). Refer to Attachment (1) for the entire product description. PACKAGING REQUIREMENTS : Packaging and preservation shall be performed in accordance with the best commercial practices to afford maximum protection against damage. DELIVERY INSTRUCTIONS : Item shall be priced at F.O.B. Destination. Inspection and acceptance shall be at destination by the Government. To compete for the Purchase Order described in this Request for Quote (RFQ), quoters must submit a quote that includes the following: (1) a quote, and (2) a detailed product description. 2.0 Quote. The quote must consist of the following: a.The quoter must provide a firm-fixed price for Contract Line Item Numbers (CLINs) 0001-0002. b.A completed copy of FAR 52.212-3 Offeror Representations and Certification - Commercial Items. Quoter may provide statement that their online representations and certifications (FAR 52.212-3) is completed and is available online in the System for Award Management (SAM) website as an alternative method. 3.0 Product Description. A detailed product description of the automatic metal disintegrator with magnetic base proposed in response to this solicitation. The completion and submission to the Government of the above items of information will constitute a quote to perform in accordance with the terms and conditions of this RFQ, including attachments and documents incorporated by reference. The quote must communicate to the Government an unconditional assent to the terms and conditions of this RFQ, its attachments, and documents incorporated by reference. The Government's acceptance of the quote will create a binding contract. If the quoter (1) fails or refuses to assent to any of the terms and conditions of this RFQ, (2) proposes additional terms or conditions, (3) fails to submit any of the information required by this paragraph 2.0, or (4) fails to provide written acknowledgement of all amendments issued, then the Government will consider the quote to be unacceptable and ineligible for contract award. The only way that an unacceptable quote could be made acceptable would be through discussions. However, the Government intends to award a contract without discussions. Therefore, consult with the contracting officer before submitting an alternate proposal, submitting a quote that takes exception to any term or condition of this RFQ, proposing any additional terms or conditions, or omitting any of the information requested IAW this solicitation. The Government reserves the right to conduct discussions and to permit quoters to revise their proposals if it is in the Government's best interests to do so. The following factors shall be used to evaluate offers: 52.212-2 Evaluation -- Commercial Items (Jan 1999) I.Technical Acceptability. The Government will evaluate if the quote contains the automatic metal disintegrator salient characteristics IAW this RFQ. II.Price. The Government will evaluate the quoted price for reasonableness in accordance with FAR 13.106-3(a). Technical Acceptability will be evaluated on an acceptable or unacceptable basis. An offer that is considered technically unacceptable shall be ineligible for award. The lowest priced offer that is determined to be technically acceptable shall be selected for award. Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract. b. The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and, notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer's.
