- Objective: The objective of this Presolicitation Notice is to provide notification of a proposed contract action as stipulated in FAR 5.201. The number assigned to this action is for reference only and there is no solicitation at this time. Introduction: The Army Contracting Command - New Jersey located at Fort Dix, NJ 08640, on behalf of the Army Office of the Provost Marshal (OPMG) intends to award a new work modification to Task Order W15QKN-16-F-0099 on a sole source basis to Planet Risk, Inc. pursuant to Federal Acquisition Regulation (FAR) 8.405-6 (a)(1)(i)(C) to support the US Naval Recruiting Command (NRC) to deploy the Joint Analytic Real-time Virtual Information Sharing System (JARVISS), and to purchase additional JARVISS administrative user licenses for NRC and OPMG. Authority for Proposed Action: The contract action will be conducted pursuant FAR 8.405-6 (a)(1)(i)(C). The order must be issued on a sole source basis in the interest of economy and efficiency; because it is a logical follow-on to an order issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. Only one responsible source and no other supplies or services will satisfy agency requirements at this time ensuring uninterrupted service. Proposed Action: The JARVISS is the Army's unclassified, threat information sharing system for Antiterrorism (AT), Force Protection (FP), and Law Enforcement (LE) personnel. The JARVISS System is designed, developed, and built by Plant Risk to improve real-time threat information sharing capabilities across the Army Enterprise. JARVISS leverages industry-proven Machine Learning technology, which combines natural language processing, statistical analysis, and geo-spatial correlation techniques in a Commercial-Off-the-Shelf (COTS) product. JARVISS uses this technology to identify and extract the primary aspects of threat information, such as location, time, and category, without collecting or storing any additional information from public sources, such as Personally Identifiable Information (PII). JARVISS enables Army Commands (ACOMs), Army Service Component Commands (ASCCs), Direct Reporting Units (DRUs), and the Army National Guard (ARNG) to tailor the system to meet their operational needs. The web-based application is a customized configuration by Plant Risk to solely provide the U.S. Government a commercial infrastructure or a commercial cloud. The proposed new action will allow the US NRC to run a Pilot Program of the JARVISS system to share threat information horizontally and vertically throughout the command, the Navy, DoD, and other mission partners. Period of Performance (POP): The period of performance for the NRC Pilot Program will be for approximately six months within W15QKN-16-F-0099 Option Year(OY)-2 (30 March 2018-29 March 2019). Additional OPMG licenses will be procured in OY-2, OY-3 and OY-4. Contract Type: Firm fixed price North American Industry Classification System (NAICS): The NAICS code for this requirement is NAICS Code 518210. Summary of new work follows: Planet Risk, Inc. will support the US NRC run a six month pilot of the JARVISS system to test real-time threat information sharing capabilities. The Army also intends to procure 600 each additional Administrator User Licenses for OY-2, 500 each additional Administrator User Licenses for OY-3, and 500 each additional Administrator User Licenses for OY-4. IMPORTANT INFORMATION TO VENDORS: 1. This notice is not a request for competitive proposals. All interested parties may respond with detailed qualification statements within fifteen (15) days after publication of this synopsis for consideration by the Government. A determination not to compete this extension, based upon responses to this notice, is solely at the discretion of the Government. 2. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Do not submit a proposal or quote. The new work will enhance the JARVISS (development under the existing contract as a logical follow-on) to optimize NRC operations with the Army unclassified, threat information sharing system for Antiterrorism (AT), Force Protection (FP), and Law Enforcement (LE) personnel. The instantaneous sharing of identified threats and information with JARVISS end-users in real-time impacts Department of Defense (DOD) missions. The Government intends to negotiate solely with Planet Risk Inc. However, a potential offeror may make an informed decision about whether to participate in the acquisition. All interested companies must provide the below information in their response. This information and the statement of qualifications shall total no more than 20 pages. 3. If no affirmative written response is received, the acquisition will be awarded without further notice. 4. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any technical information received in response to this Pre-solicitation Notice. 5. Interested vendors must be registered on the Central Contractor Registration in the System for Award Management (SAM) database and the online representation and certification application must be activated. All responsible sources may submit a capability statement, proposal, and/or quotation which shall be considered by the agency.
