- RFI BIOHAZARD AND PHARMACEUTICAL REQUEST FOR INFORMATION Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) ICE Health Services Corps (IHSC) 1.0 Description The Immigration and Customs Enforcement Health Service Corps (IHSC, formerly the Division of Immigration Health Services or DIHS) provides or arranges for health care services for undocumented immigrants detained by the U.S. Immigration and Customs Enforcement (ICE). As ICE’s medical authority, IHSC provides health care delivery and oversight to individuals in ICE custody that may be housed in service processing centers (SPC), Contract Detention Facilities (CDF), or state, county or local inter-governmental service agreement (IGSA) correctional facilities located throughout the continental United States. IHSC has a continuing and mission critical need for medical (includes biohazard) and hazardous and non-hazardous pharmaceutical waste collection, removal and disposal services for IHSC facilities as indicated in Attachment A of the draft Statement of Work attached to this request for information. THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED SOLELY FOR INFORMATION, MARKET RESEARCH AND PLANNING PURPOSES. It does not constitute a Request for Proposal (RFP) and/or Request for Quote (RFQ) or a promise to issue an RFP/RFQ in the future. This RFI does not commit the Government to contract for any supply or service. Further, DHS, ICE is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background IHSC has a continuing and mission critical need for medical (includes biohazard) and hazardous and non-hazardous pharmaceutical waste collection, removal and disposal services for IHSC facilities as indicated in Attachment A of the draft Statement of Work attached to this request for information. The anticipated release date of the solicitation is July of 2018. The solicitation closing date is anticipated to be thirty (30) days after release of the Request for Quote (RFQ). 3.0 Requested Information The Government is requesting capability information from all interested vendors. Vendors are requested to email a 1-10 page capability statement and contact information, i.e. POC information, title, phone number, etc. to Andrea.Shaver@ice.dhs.gov and Brittany.Tobias@ice.dhs.gov NLT 12:00pm EST, June 21, 2018. Format of submission should be no less than 12-point font, single spaced and in English. Be sure to include “RFI BIOHAZARD AND PHARMACEUTICAL” in the subject line of your emails. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. 3.1 Section 1 - Provide administrative information to include the following as a minimum: 3.1.1. Company name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 3.1.2. Company Data Universal Numbering System (DUNS) number. 3.1.3. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 562112, Hazardous Waste Collection. “Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $38,500,000.00 in annual receipts. 3.2. Section 2 - Specify their capability and prior experience or contracts in the area; Contractors should also specify their ability to meet the requirements specified in the draft SOW. 3.3. Section 3 - Provide comments on this draft SOW from industry. This Request for Information (RFI) is issued with a purpose of providing industry and stakeholders an opportunity to review, comment, suggest, and enhance areas in the attached draft statement of work (SOW) for medical (includes biohazard) and hazardous and non-hazardous pharmaceutical waste collection, removal and disposal services for IHSC facilities. Services will be primarily in, but not limited to, locations listed in Attachment A of the draft SOW. Please ensure your comments are concise and specific to information included within the draft SOW. We value concise, issue-specific responses with reference to page and section numbers in the draft SOW. 4.0 Industry Discussions DHS, ICE Office of Acquisition (OAQ) representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to gain further clarification of potential capability to meet the requirements, especially any development and certification risks. 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist at Andrea.Shaver@ice.dhs.gov gov NLT 12:00pm EST, June 12, 2018. Verbal questions will NOT be accepted. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide biohazardous waste, to include hazardous and non-hazardous pharmaceutical waste, collection, removal and disposal services. The information provided in the RFI is subject to change and is not binding on the Government. ICE has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
