Issued By: Leslie Smalls, Contracting Officer U.S. General Services Administration, PBS, Acquisition Division [4PQG] 77 Forsyth Street Atlanta, GA 30303 leslie.smalls@gsa.gov Proposal(s) submitted in response to this Solicitation shall constitute a firm Offer valid for One Hundred and Twenty (120) calendar days ______________________________________________________________________________________ Project Title: General Construction Court of Appeals 5th Floor Multifunctional Office Suite Location of Work: Tuttle Federal Courthouse, Atlanta, GA 30303 Estimated Price Range: Between $500,000 and $1,000,000 Total Project Range Period of Performance: In accordance Final Construction Documents after receipt of Notice to Procee Site Visit: Date: June 20, 2018 Time: 1o:00 a.m. Place: Tuttle Federal Courthouse, 56 Forsyth Street Atlanta, Georgia 30303 GSA Project Manager, Brandy Nabors, will conduct the site visit. You are invited to submit a proposal for performance of the above referenced work. The Statement of Work is described in the attached dated January 29, 2018. GENERAL INFORMATION Proposal Submission - Small Business General Construction contractors, having the minimum bonding capacity, are invited to respond, by submitting one (1) Technical Proposal and (1)Price Proposal Separately, of the required technical information. The submission should be organized to correspond with the evaluation factors listed below by submitting one (1) original and five (5) copies of the required technical information. The submission should be in an 8-1/2” x 11” bound format and should be organized to correspond with the evaluation factors listed below. The total submission should not exceed fifty (50) one-sided 8-1/2”x 11” pages or five (25) double-sided 8-1/2”x 11” pages (not including Table of Contents or Section Separators), with one-inch margins, and in a font not less than 12-point in size. Font style is optional. Request for Proposals (RFP) - Proposals will be evaluated according to technical evaluation factors included in the RFP. The technical proposals will be reviewed and evaluated prior to and separately from the review of price proposals. As part of the evaluation, the Contracting Officer and Source Selection Evaluation Board (SSEB) may conduct interviews. However, the Government reserves the right to evaluate proposals and make award without discussions or oral presentations (clarifications may be made as described in FAR 15.306(a)). Therefore, the Offeror's proposal should contain the Offeror's best terms. Final selection will be made based on technical factors being weighted significantly more than price (price being represented by the Offeror’s proposal for Construction Phase Services). If interviews are conducted, firms will be interviewed at GSA’s Region 4 offices in Atlanta, Georgia, by members of the SSEB. The following criteria represent the factors that will be used by GSA’s Source Selection Evaluation Board in evaluating proposals. Factor 1 considers past performance of offerors in construction of similar projects. Factor 2 considers Specialized Experience and technical competence on similar projects. Factor 3 considers Technical Approach. Factor 4 considers Qualifications of Key Team Members. Interested Small Businesses must submit their submission, no later than 1:00 PM EST on July 11, 2018, to Leslie M. Smalls, Contracting Officer, General Services Administration, Public Buildings Service, MLK Federal Building, Acquisition Management Division (4PQG), 77 Forsyth St SW, Atlanta, Georgia, 30303. A Pre-Proposal Conference and site visit is scheduled to be held on June 20, 2018 at 10:00 am. All submittals must clearly indicate the solicitation number on the face of the envelope. Late submittals will be handled in accordance with FAR 52.215-1(c)(3). Facsimile or emailed proposals will not be accepted. Be advised that, due to heightened security measures, individuals entering a Federal facility must have photo identification and may be delayed. Firms planning to hand-deliver submissions should take this into consideration. Requests for Clarification. – All questions and requests for clarification should be submitted in writing by June 25, 2018 1:00 PM. Submit requests and inquiries to Contracting Officer Leslie Smalls, leslie.smalls@gsa.gov. Performance and Payment Bonds. FAR 52.228-13. The successful Offeror shall be required to provide a Performance and Payment Bonds. The amount of the Performance and Payment Bonds shall be 100 percent of the agreed upon price. Submission of the Performance and Payment Bonds are required within ten (10) days of award. The Performance and Payment Bonds shall provide protection for the full contract performance period plus a one-year period. Certificate of Insurance. A Certificate of Insurance is required for this project and shall be submitted in accordance with the Scope-of-work Bid Guarantee. A Bid Guarantee in the amount of 20% of the Bid price not to exceed $3 million dollars is required and should be submitted along with the offeror’s proposal. Failure to furnish a bid guarantee in the proper form and amount, by the time set for receipt of proposal, may be cause for rejection of the proposal. Liquidated Damages – for this Solicitation is $365.55 per calendar day will be assessed for each day of delay or until Substantial Completion is achieved. Option Construction Line Items: This RFP includes Three (3) Optional Construction Line Items. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). It is a great likelyhood that these line items may be exercised Ninety (90) days after receipt of Notice-to-Proceed (NTP) with Constructions Services. Offerors should provide cost for all Option Construction Line Items. GSA Form 527- Contractor’s Qualifications and Financial Information A completed GSA Form 527 is required to be submitted with your technical proposal for evaluation of financial responsibility. Award of contract – The Government contemplates award of a Fixed Price Contract resulting from this Solicitation. Note: The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government. The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. Construction Document Passcode will be provided to offeres who are registered in SAMs.gov and who provide the signed Document Security Release form and their DUNS # to Leslie Smalls - leslie.smalls@gsa.gov. No work shall be performed until a contract has been issued by the GSA Contracting Officer. This request for a proposal does not commit the Government to pay any cost incurred in preparation or submission of a proposal.
