This announcement constitutes the only solicitation; "quotations" are being requested, and a written solicitation document will not be issued. This solicitation is a "request for quotations (RFQ)." The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 88B. The associated North American Industrial Classification System (NAICS) code for this procurement is 336212, with a small business size standard of 500 employees. The Angeles National Forest, 701 N Santa Anita Ave, Arcadia CA, is seeking to purchase one (1) custom Incident Management Trailer. See attached Statement of Work for specifications for this requirement. All responsible sources may submit a response which, if timely received, must be considered by the agency All interested companies shall provide quotation(s) for the following: See Attachment 1 for specifications: Supplies Line Item Description 0001 Incident Management Trailer QTY 1 0002 Shipping to 701 N Santa Anita Ave, Arcadia CA 91006 QTY 1 Place of Delivery Address: 701 N Santa Anita Ave, Arcadia CA Postal Code: 91006 Country: UNITED STATES BASIS OF AWARD: The Contracting Officer will award on an ‘"all" or none basis' to the responsible contractor whose quote is determined to conform to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering the Evaluation Factors identified within this document. To be eligible for award, bidder must be registered in SAM's at time of award. EVALUATION FACTORS AND RELATIVE IMPORTANCE: Quotes will be evaluated as set forth in this Request for Quote (RFQ). All responsive quotes shall be evaluated and ranked against the following factors for this Order award: Factor 1: Technical Acceptability: 1. Subfactor #1 - Ability of Item to Meet Required Specifications - In order to receive a rating of "acceptable" for this subfactor, quote must at a minimum, demonstrate item specifications that meet or exceed the required item specifications. Provide specifications that meet or exceed those provided in Attachment 2. Special consideration shall be given to the following points: Finished weights, trailer maneuverability, ease of operation, maximizing useable storage space, accessibility to the various units which require periodic maintenance operations and symmetrical design proportions. Factor 2: Past Performance: 1. Subfactor #1 - Recency and relevancy of present/past performance in relation to this effort - In order to receive a rating of "acceptable" for this subfactor, quoter must, at a minimum provide past experience on similar type contract(s). The past experience should indicate successes of the contractor in completing /meeting delivery dates and customer satisfaction. The Government considers "recent" present/past performance to be within the past 3 years. The Government considers "relevant" present/past performance to be present/past performance effort involved in similar scope and magnitude of effort and complexities this solicitation requires.The Government may also use past performance information obtained from other than the sources identified by the quoter. Information obtained from the Past Performance Information Retrieval System (PPIRS) database located at http//www.ppirs.gov is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth. NOTE : In accordance with FAR 15.305 (a)(2)(iv)), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unaccepatability, "unknown" will be considered "acceptable." Factor 3: Price **All factors other than price, when combined, are considered significantly more important than price. Factors 1&2 are equal in importance. (DEC 2013) (a) Upon receipt of accelerated payments from the Government, the contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all required documentation from the small business subcontractor. (b) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act. SUBMISSION REQUIREMENTS: Responses shall include the following: 1. Request for Quotation (SF-1449): Must be signed 2. Technical Submission : Quotes should not be voluminous, but shall provide sufficient information to allow USDA Forest Service to evaluate the quoter's ability to manufacture the trailer specified. Limit technical quotes to 30 electronic pages, including graphics. Any pages in excess of this limit shall not be considered. Quotes shall be signed by an officer of the firm with the authority to commit the firm under their schedule contract. When submitting bids, bidders are required to indicate opposite each item of these specifications when the unit offered differs from the unit described. Terms such as "Comply", "As specified", "To meet specifications", "Per your specifications", or "Omission of detailed information" shall be interpreted as being in complete compliance with specifications. Bidders may not take exception to items in these specifications where the term "No exceptions" is specified. When submitting bids, bidders are required to submit two (2) sets of detailed "Contractor's Specifications" to include scaled drawings or blueprints of the trailer to be delivered. The following shall be included: a. Complete and accurate data and drawings of the trailer chassis' showing make, model, materials, frame section modulus and all dimensions. b. Complete top, left, right, front and rear views of the trailer, including overall height, overall length, overall width, height of bodies proper, wheelbase, ground clearance, front and rear overhang and angles of approach anddeparture. c. Location and dimensions of all compartments and compartment door openings. d. Location of fuel tank, controls, all major equipment and components and exterior lighting. e. Unladen weight and weight distribution (axles/fifth wheel). f. A detailed description of the trailer indicating size, type, make and model of all component parts and equipment that it is proposed to furnish and to which the trailer furnished under contract must conform. g. All warranties must be submitted in writing h. Estimated Delivery time must be submitted in Writing ***Bids shall be considered on trailer complying substantially with these specifications as determined by the Forest Service, provided each deviation is explained in detail and the substitution is described, including technical data, when applicable, in a letter attached to the bids No Exceptions • Bidders shall show they are in a position to render prompt service, to furnish replacement parts and make repairs for Incident Management Trailer • All prices quoted should be complete, exclusive of sales tax, and shall include delivery to FOB Los Angeles California (see statement of work for address) 3. Price Submission : A complete price quote is required, to include supporting documentation, which shall include a detailed breakdown showing estimated parts, labor, FOB delivery and miscellaneous costs needed to meet the scope of this requirement. **Quoters shall propose their best pricing upfront, as the USDA Forest Service intends to award based on initial quotes. Quotes shall be delivered no later than the close date and time in block 8 on page 1 of the SF1449 RFQ to be considered for award. Late quotes may not be considered. All quotes shall be delivered to Samantha Watts via email: samanthawatts@fs.fed.us. Vendors are responsible for ensuring their quotes have been received by the date and time in block 8 on page 1 of the SF1449 RFQ. Contact the above indicated contract specialist to ensure the government has received your quote. ***Delivery delays that cause a quote to be late are not the responsibility of the government agency and such late quotes may be rejected. This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes, must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Submission shall be received not later than 5:00 P.M.
