Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION United States Customs and Border Protection (CBP), Border Enforcement Contracting Division-Pacific Branch, hereby publicizes its intention to solicit, negotiate, and award a firm-fixed-price contract on a noncompetitive basis with Vigilant Solutions LLC, 2021 Las Positas Court, Suite #101, Livermore, CA 94551. The requirement is to provide LPR Cameras and Perpetual Client licenses (per Camera) in support of ongoing CBP operations. peculiar to one supplier, Vigilant Solutions (VS). CBP (plus state and local law enforcement partners) standardized on the Vigilant Solutions system, and new equipment must maintain compatibility and interface with existing CBP (plus state and local) systems and infrastructure. The Client License includes access to the National Vehicle Location Service (NVLS), a privately developed license plate database available only to Law Enforcement and exclusively via VS's LEARN software as-a-service suite. Adopting an alternative database would involve re-coordinating license plate databases and potentially cameras and supporting equipment among CBP Sectors (plus state and local participants). Using any other source without an adequate transition period would cause an unacceptable delay in availability which would significantly degrade CBP operations. Authority for other than full and open competition is 41 U.S.C. 3304(a)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, responsible sources may identify their interest and submit a capability statement, which shall be considered by the agency. Any response must clearly show the firm's ability to be immediately responsive without compromising the quality, accuracy, and reliability of services provided. Any capabilities, comments, questions, or concerns regarding this notice may be submitted in writing via e-mail to kirk.w.hunt@cbp.dhs.gov. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Anticipated contract award date: No later than 15 July 2018.
