Description

Combined Synopsis/Solicitation Announcement The Gulf Coast VA HealthCare System Medical Center in Biloxi, MS is issuing an Open Market RFQ IAW FAR 13 for Purchase of 5ea Electric Trucks for Delivery of Food Service Carts. This procurement is conducted under NAICS 333924 Industrial Truck and Stacker Manufacturing. This is a Total Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. In order to qualify for this set-aside, firms must be registered in the Vendor Information Pages at https://www.vip.vetbiz.gov/. 1. Scope of Work/Salient Characters: Trucks to be used to deliver food carts/nourishments to 4 different buildings on VA campus. Performance: - Load capacity must be 2700 pounds. Maximum speed unloaded must be 10 mph. Dimensions: - Overall length must be at least 130.5 inches. - Unit Weight 1965 pound plus weight of lift gate. - The Overall width must be 54 inches. - The height including the steel panel box must be 96 inches. - The wheel base must be minimum of 80 inches. - The ground clearance must be 5.8 inches. - Bed size must be a maximum of 54 inches by 79 inches. Power Supply/Drive Train - The motor must be able to reach maximum speed of 10 mph. - Drive Axle must be a Helical Gear, Oil Bath Transaxle, and GT automotive differential. - Must come with batteries 260 amp-hour, Lead Acid. - Must have a build in charger, 115 VAC/60 Hz, 1kW with interlocking, 17-amp SCR. - Must come with solid state self-diagnostic AC Speed Controller. Chassis - Steering must rack and pinon. - Suspension must be Multi-leaf springs on front and rear. - Must come equipped with front and rear hydraulic disc brakes and electric park break. - Bumpers must be heavy duty steel integrated on front and rear of truck. - Tires must be 20.5 x 8 x 10 long range E, Pneumatic. General - Seats must have adjustable black bucket seats with driver s seat electric interlock seat 2 people. - Instrumentation must a clear display of speed, distance, batter status indicator, hours, Input diagnostic and Fault code display. Dual USB port. Emergency power cut off switch, light switch, forward on/off reverse selector, reverse alarm, high and low speed selector, key switch DC/DC converter and electric horn. - Light accessories must be dual halogen headlights, taillights and break lights. - Conformance must be type E OSHA 1910.178, ANSI B56.8 Options - Frame for modification to extend the wheel base 20 inches. Shorten the rear and leave batteries at the center of lift gate installation. Deck area must be a minimum of 80 inches long and 54 inches wide for steel panel box configuration. - Frame modification for 750-pound lift gate on rear of vehicle with minimum 48-inch width and 44 inches long flat platform with auxiliary power of gate. Compatible with box. - Steel panel box. minimum 79 inches long, 54 inches wide and 72 inches high double locking doors on rear. Rear opening minimum 60 inches high, 48 inches wide. Windows front and rear. - 48V heater and defroster. - Battery inspection boxes for access for routine maintenance. - Deluxe Cab with metal doors with roll down windows, windshield wipers, side mirrors left and right and dual halogen headlights - Directional signals LED 2.
