- Civil Engineering Manual Elevator Listing Wage Determination Performance Work Statement Price Schedule Combo • Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued. 2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98, Defense Publication Notice 2020180514, and Air Force Acquisition Circular 2017-2018-0525. 3) The NAICS is 238290, Other Building Equipment Contractors. The Small Business Size Standard for this NAICS code is $15M. This acquisition is Full and Open Competition. 4) Description: Vertical Transportation Equipment Maintenance, Repair and Inspection Services IAW Attachment II, PWS. The following clauses and provisions cited are applicable to this acquisition: FAR 52-212-1 Instructions to Offerors - Commercial Items FAR 52.212-2 Evaluation - Commercial Items: This provision is incorporated by reference, and paragraph (a) is modified to read as follows: (a) This is a competitive best value acquisition in which the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and other factors. The Government intends to make award to the offeror with the best value to the Government. The following are evaluation factors that shall be used in the evaluation process: Price- The Government will review pricing for reasonableness, balancing and realism. The Government reserves the right to award to other than the low offer and may award without conducting discussions. Past Performance-The Government will evaluate past performance information on an acceptable or unacceptable basis. A past performance information form (PPIF) will be provided with the solicitation as Attachment III. The offeror will send the form to a maximum of five references of their choosing. The PPIF will only be accepted from the third party reference and not the offeror themselves. The Government will only evaluate efforts that are currently ongoing or within the past 3 years from the date of issuance of the solicitation for contracts valueing between $500k-$1M. The Government also reserves the right to inquire past performance information from third parties. In addition, the Government will evaluate performance provided in the Past Performance Information Retrieval System (PPIRS) from the date of issuance of the solicitation to up to the past 3 years for contracts valueing between the value of $500k-$1M. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Option to Extend Services Clause 52.217-8 will also be evaluated for the offeror's proposed prices. The 52.217-8 extension of services will be added/calculated into the offeror's price proposal by utilizing the final option year price. Unit prices would remain unchanged.
