Description
This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential source and the availability of commercial sources pursuant to FAR Part 10. This notice is issued by the Coast Guard Shore Infrastructure Logistic Center (SILC), Norfolk, VA to identify sources capable of providing IONOMER FOAM BUOY OVERHAUL TRAINING to support organic overhaul of Ionomer Foam Buoys. Specifically, this request at a minimum requires the Contractor to provide comprehensive training on the aspects of Ionomer Foam Buoy Overhaul: Buoy assessment and determination of repairable damage both to the foam and metal structures, Foam repair process for cuts, abrasions, gouges, holes, flaps and other types of damage, Surface preparation to include scraping, pressure washing and blasting, Repair process for mooring and lifting eyes, Repair process for structural components, Painting process and Recommend asset scrapping/beyond economic repair criteria. Basically, transitioning Ionomer Foam Buoys from a consumable asset to a repairable asset. Training is to be conducted at a U. S. Coast Site. The anticipated training period is during the week of 24 July 2018 - 26 July 2018. The contractor shall provide two (2) complete overhaul kits which will be used for the training and retained by the industrial to establish initial overhaul capability. Kits shall be available for scheduled training. One (1) kit shall be comprised of the following items: One (1) industrial grade heat gun suitable for ionomer foam buoy repair, One (1) rollers, one (1) Hot iron, One (1) square feet of release material, one (1) cold plate, One (1) Utility knife, Twenty-five (25) square feet of 3# material - RED, Twenty-Five (25) square feet of 3# material - GREEN, Twenty-five (25) square feet of 10# material - RED, Twenty-five square feet of 10# material - GREEN, One (1) copy of training materials in hard copy and One (1) copy in Instructional DVD. All labor, materials, equipment, and transportation to perform the training. The applicable NAICS Code is 611710 with a small business size standard of $7.5 million. At this time, NO solicitation exist: therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Any interested firm having the knowledge, skills and capabilities necessary to conduct the stated requirement, are invited to provide information to contribute to this market survey/sources sought including, commercial market information and company information via e-mail to Purchasing Agent michael.w.stephenson@uscg.mil or fax to (757) 628-4231, no later than 22 June 2018. The documentation shall have the following: (1) Company Name and Address, (2) Point of Contact and Phone Number, (3) Business Size (Small, Veteran-Owned small business, Service-Disabled Small Business, HubZone, 8(a), Small Disadvantaged Business, Woman Owned, Corporate affiliations, potential joint venture partners, teaming partners, major subcontractor or (prime) and Large Business, (4) Capability Statement that demonstrates the ability to meet the requirement to conduct the training, (5) Offerors shall furnish information for at least three contracts, ongoing or completed within the last three years, for like or similar services held with the U. S. Coast Guard, other Government Agencies or private industries. For the calculation of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA's Small Business Size Regulations. This notice is for market research/information and planning purposes and is not to be construe as a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set-aside arrangement as deemed appropriated for this procurement.
