Description
Pre-Solicitation On or about 11 June 2018, the Government intends to issue a solicitation for "Replace Power House Windows, Oahe Dam". The solicitation will close on 29 June 2018. The solicitation will be restricted to small businesses. Site Visit: A Site Visit will be scheduled and additional information regarding the site visit will be provided in the solicitation via FAR Clause 52.236-27. Project Description: Contractor is to remove existing windows and furnish and install new windows at the Oahe Power Plant located approximately 7 miles North of Pierre, SD. All work shall conform to the specifications of this document. 1. General: There are ten existing windows on the second floor of the Power Plant in need of replacement. The original windows were replaced in 1988 with a 4 units mulled together within the rough opening of 12'8" by 5' 5 ¾" with new wood framing. The new windows shall have the same look of a 4 unit window. Five of the ten window systems will have openers and will project in, locations of those windows will be directed by the contracting officer's representative. New framing shall be Aluminum with concrete fasteners capable of providing a good seal and able to carry the weight of the new window systems. 2. Demolition: Contractor shall remove old windows, frames and hardware and dispose of properly. Windows shall be stripped of all wood framing down to the concrete rough opening. Only one window will be worked on at a time and windows must be secured by the end of business hours. Existing windows and building materials shall become the property of the contractor and shall be disposed of properly. 3. Installation: Contractor shall install newly furnished windows according to manufacturer's recommendations and instructions. New aluminum framing shall be fastened to the concrete rough opening using concrete fasteners. Care shall be taken to not damage interior or exterior walls of the power plant. Windows shall be properly trimmed on the interior of the power plant to appear finished. 4. Materials: Windows shall be similar or equal to the Desco 3250 thermal series windows with built in blinds. The five windows with project in openers shall have screens and will only be on two of the four window panes of the four pane unit and have a height of 14 inches with cam handles. Salient Features of the Desco 3250: 3250 Series Thermal 1. General: a. Frame Depth: 3-1/4 inches. b. Typical Material Thickness:.125 inch. c. Frame Construction: 1) Frame corners mitered, crimped and epoxy welded. Mullions mortise and tenon. 2) Corners weather sealed with sealant. 3) Units are re-glazable from the interior with re-useable snap in stops. d. Sash Construction: 1) Sash corners mitered, crimped and epoxy welded. 2) Corners weather sealed with sealant. 3) Dual weather strip with closed cell foam. 4) Units are re-glazable from the interior with re-useable snap in stops. e. Thermal Barrier: Poured-in-place two part polyurethane. f. Glazing Thickness: 1 inch to 2-3/4 inches g. Weatherstrip: Closed cell Santoprene foam encapsulated by a seamless Santoprene elastomeric skin. Project-In: a. Specs: 1) AAMA Designation: P-HC65; P-AW65 2) ASTM F 588 (Forced Entry) Grade 10 3) CRF Rating: 54. 4) Water Resistance: 15 PSF b. Size Limitations: 1) With cam handles - Minimum Size 14 inches wide by 17-3/4 inches high. Maximum Size 60 inches wide by 36 inches high. c. Flat Screens: Frame shall be constructed of 6063 T-5 alloy extruded aluminum. 1) Fiberglass 18x16 Mesh 2) Aluminum 18x16 Mesh d. Hardware: 1) Standard: Cam handles with concealed 4-bar stainless steel balanced arms. The estimated construction cost of this project is between $100,000 and $150,000. The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 238350, Finish Carpentry Contractors, with a size standard for Small Business of $15M. The Contractor will be required to commence work upon receipt of contract award and complete the work 180 calendar days after receipt of Notice to Proceed.
