- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source Firm-Fixed Price contract with Woods Hole Research Center, Inc., 149 Woods Hole Rd, Falmouth, MA 02540. The government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) website (www.fedbizopps.com). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541990 All Other Professional, Scientific, and Technical Services; the size standard is 750 employees. The FBI intends to award a non-competitive, sole-source contract to the Woods Research Hole Center Inc., to document if there is potential to use the existing KSSL Mid-IR spectral database for the geographic attribution of soil. The Natural resource Conservative Conservation center (NRCS), part of the US Department of Agriculture, runs the National Soil Survey, which has a national laboratory, the Kellogg Soil Survey Laboratory (KSSL). A component of the KSSL soil database is a collection of soil spectra collected by Diffuse Reflected Infrared Fourier Transform-Mid Infrared Spectroscopy (Drift MIR). This study will test and recommend a statistical method for comparing the spectra in the KSSL MID-IR soil spectra database with the goal of determining which soil are closest spectral matches. Services are being procured under FAR 13.5 Simplified Acquisition Procedures. Based on extensive market research conducted with knowledgeable individuals in both the Government and the related industry, only one responsible source can provide the requested services. The Woods Hole Research Center Inc. is uniquely qualified based on competency using spectral modeling software compatible with the mid infrared Mid-IR spectral library of the NCRC Soil Survey Laboratory and other potential sources. The Woods Hole Research Center currently owns the software required to perform complex spectra manipulation including - at a minimum- Principal Component Analysis (PCA) and Partial Last Squares (PLS) regression analysis. The Center's extensive expertise and its current capabilities to meet the project's requirements make it uniquely qualified for this effort. This notice of intent is nor a request for competitive proposals. However, interested parties may identify their interest by submitting a capability statement by 5:00 PM EST, June 13, 2018. The capability statement must reference solicitation number DJF-17-0700-PR-0011985. The capability statement should be e-mailed to the contracting officer at ecyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The sole source Justification and Approval (J&A) supporting this procurement is available upon request. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. The FBI is utilizing a new financial system that has a direct interface with SAM. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
