Description
NASA/NSSC has a requirement for the Study of Space Plasma Physics Processes in the Earth Ionosphere and Magnetosphere Characteristics, Scope, and Specs: This work is very unique and based on the expertise scientist who is working for Prime Circuits, Inc. and was previously involved in the studies. Together with contractor we shell apply of Superthermal Electron Transport (STET) Code for Studies of electron precipitation and other plasma physics processes in the Earth's ionosphere and magnetosphere. Requirements Specifically contractor will be focusing on: 1. Analysis of "Garden hose" type instabilities of MHD and whistler waves in hot-cold space plasma mixtures. 2. Study trap photoelectron population over the polar cap in geomagnetically quiet conditions. 3. Study electron precipitation in the aurora region using STET code and analysis of plasma instabilities. 4. Analysis the conditions for generation of the Bernstein and lower hybrid waves in the presence of lower frequency ocsilations. 5. Analysis and visualization of STET code results. 6. Polar wind studies in the geomagnetically active conditions. 7. Study of the ionospheric conductances and electron precipitated fluxes in the aurora in the presence of the parallel potential drops. Deliverables or Delivery Schedule Each three months contractor will be providing invoice related with work performance and illustrative materials in a form of tables and plots. Final report with all illustrative materials, calculations, and prepared for submission papers will be required by the end of this project. The estimated period of performance or lead-time for delivery is October 1 2018 - October 31 2020. NASA/NSSC intends to issue a sole source contract to Prime Circuits Inc 10704 Morning Field Dr., Potomac, MD 20854-6387 under the authority of FAR 13.106-1(b)(1)(i). Prime Circuits, Inc. was previously involved in the studies. NASA/NSSC will be the procuring center for this effort. Performance will be located Prime Circuits Inc. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 541690. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on June 21, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
