- AMENDMENT 2 140P2018R0089 MIDWEST REGION A&E IDIQ QUESTION: Are there any incumbents to this IDIQ? ANSWER: There are no incumbents. QUESTION: Can you share the approximate average annual dollar amount of task orders over the last five years ANSWER: A dollar value cannot be established. QUESTION: Should we include our documented quality control program in the SF330? ANSWER: Refer to TECHNICAL EVALUATION CRITERIA #5 in the FBO announcement that deals with Quality Control. Statements of Qualification will be evaluated based upon this criteria. QUESTION: We received the Amendment notification for this project and we were wondering if we could get some clarification regarding the Total Small Business Set-Aside verbiage. Does this mean that all subconsultants on the proposed team must meet the NAICS Code 541310 small business size standard of $7.5 million or just the prime firm that is proposing? ANSWER: No, we are only interested in the prime. Amendment #1 was issued because the box for Set-Aside was not checked; however, Total Small Business Set-Aside was written in the body of the announcement. A large business can be a subconsultant with a different NAICS code; however, the small business prime and small business subconsultants are required to perform 50% of the work. QUESTION: In regards to Solicitation Number 140P2018R0089 are you looking for firms that can provide all listed services or can specialist architects, civil engineers and MEPs submit SOQ's for individual pools? ANSWER: The NPS is looking for a firm who acts as the prime under the stated NAICS code 541310 who has put a team together to perform all of the services listed in the announcement. QUESTION: Is there a place where I can download the RFP or is everything listed under "Submission Contents"? ANSWER: The Request for Qualifications is posted on FedBizOpps under Solicitation # 140P2018R0089. Read it carefully and prepare your submission accordingly.
