- Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to modify contract N00244-18-C-0005 in an amount that exceeds $25,000.00. This notice meets the requirements of FAR 5.201(b)(1)(ii), for synopsis of a modification to an existing contract for additional supplies or services that meets the threshold in FAR 5.101(a)(1). Contract N00244-18-C-0005 was awarded on a sole source basis, to eDatatech Inc. (CAGE: 1PPB1), as the only identified source. The sole source award was synopsized, prior to award, on FBO.gov, under notice number N00244-18-R-0037. The original requirement was for analytical programming support, technical support, development of software solutions, user support for and modernization of the Naval Postgraduate School (NPS) student management system known as "PYTHON," based on eDatatech's complete knowledge of all previous system enhancements, the Thesis Tracking Module, database tables and those associated relationships, and understanding of the current processes unique to the NPS's graduate and military specific educational environment as it relates to the functionality of PYTHON. The contract is proposed to be modified in order for the contractor to programming support, technical support, user support, development of enhancements and software solutions in response to bug reports, and emerging needs of the functional users in relation to the NPS Tuition Payment, Funding and Support Agreements Tracking System web application. The services to be added under the modification are of the same type of services as were awarded under the original contract, supporting the same contract objective. The total increase in contract value has been estimated at approximately 11% of the original contract value. Given the original market research, the outcome of the original synopsis, and other factors, it is in the Government s best interest to modify the existing contract to add the additional services. The NAICS code for this contract action is 541511. The Product Service Code for this action is D308. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, may submit a capability statement to the contracting office no later than 8 June 2018, 1330PM PT. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
